The Poles halted Ottoman expansion in Europe. Also, the Poles have been culturally significant. For example, Copernicus was Polish. Their elite troops during their golden age were the envy of the world, and were widely emulated in Europe. That is why I think they should be in over Portugal and the Dutch.

Byzantium is a good choice, I think. I disagree with Portugal and the Dutch (especially the Dutch). Poland is more deserving than either of those civs.
