NO, because it's not realistic. Or do you think, the EU suddenly stops trading with the U.S because Kyoto? Of course, there's some pressure of the Europeans (and others) - that is why Putin finally agreed to sign the Kyoto protocoll. But that's so a minor effect that I would prefer other things to be done first.
And as I said, it should have no big effect (a neglectable one). So it's not worth of including.

As much fun as it is to play whack-a-mole 17 hours per day, I would like to see the brown stuff to flow down river or wind, at least to some degree. Think of the possible stratagies: covering the enenmy capital in smog, raw sewage, and a mountain of polystyrene cups! :devil2:

So yes the other civs should start getting pissed when your polution finds its way to their teritory.
