Hmm... I like the reactionary role of the characters. The Nations make their big plays, while the Characters react to the plots, and hopefully screw 'em up, while heading for their own goals. I can't imagine us having to write "Mr. X encounters and slays a bunch of goblins and gets some gold" all that interesting for anyone. Now, if you said that there was a bunch of goblin activity in Amure, and then we (the characters) decided whether we wanted to go hunting, or loot while the guards are distracted, that in my mind, would be interesting.
