ADDRESS TO THE GERMAN PEOPLE

People of Germany
In these early years the rule of the empire shall be under the benevolent gaze of divinely ordained, autocratic leaders. This is vital for the wellbeing of our empire, we are just beginning our journey and we must stand united and firm in our formative progression to power instead of bickering over every other resolution. I understand that this naturally will diminish the potential for the common people of the empire to determine the decisions the empire makes in these early years, something that some amongst you may dislike. This is unfortunate, but it is neccesary to ensure that a solid foundation for our people is built without the kind of discord that on occasion emerges in more open systems of governance, a discord that could lead to our marginalisation or even obliteration. It has happened before amongst the ancient empires of the past and I do not think I need to refresh your memories as to these consequences born of disorder.
Unity is strength our sword against our foes, order is our shield against failure and together with a single purpose we will prosper. Thus while we are getting established I will establish the paradigm for the regent to rule decisively as supreme legislator and administator of the empire and as general arbiter of the Empire to ensure that no conflicts of interest destroy our chance at dominating this world. I do this with the hope that my succesors will continue decisively along the path of the greater good in considertation of the sound advice of the citizenry until such time as we are established and can permit greater decentralisation of powers.
That said, I gaurantee to you now that under my reign and hopefully under those of my successors the people of the empire and all the houses will be free to offer advice for consideration without censure to ensure that their voice is heard and considered in the developmental path of Germany. Likewise if a matter is controversial, of indeterminate neccesity, or exceedingly grave importance, it is highly likely that the matter will be put to a referendum in order to ensure that the peoples will is the determining factor for those matters, thus leaving no room for finger-pointing or accusations that could disrupt order and unity in the Empire.
Furthermore I inform you that those who give good, sound and considered advise on a regular basis and show particular skill in whatsoever area will be rightly rewarding for their engagement in the affairs of state. That could mean being granted a position in a cabinet under the leaders oversight amongst other possible rewards for honest and most importantly loyal service to the empire.
Finally I inform the people that I do not intend for my successors to hold to this system of autocracy indefinitely. Once the empire is established on a secure level with laws promulgated to ensure an acceptable level of cohesion and order, I intend for the empire to adopt a system of government that allows for the average citizen to hold more say in adminstrative matters on a national level. Such liberalisation on a local level is naturally dependant on the jurisdiction and will of a cities local rulers.
Thus people of Germany I implore you to unite with me in these early years to ensure that the empire is built on a firm foundation so that in the future we may dance triumphantly on the barrows of our enemies, instead of shirking our potential and being cast into the forgetfullness of the mists of time, or being laid low into irrelevance by our own failures born of discord and internecine political conflicts.
With that I say, Long Live the Emperor! and express my prayers to the gods for a long and prosperous future for the German nation.
