Summoned by the Emperor the most prominent citizens of the German people assembled in front of his tent. No-one knew why he had summoned them so peremptorily, but he was known for his eccentricities. After a few minutes he came out carrying a large rock.
"My friends," he began, "long have I led our people in wandering but now I grow weary of the burden. This land holds great promise and I intend for us to settle here. One of you shall take up the burden of leadership of our people. Your first task will be to find for us the perfect site to settle down and build a great city. As for which one of you shall lead us it shall be..."
The Emperor threw the rock into the crowd, from somewhere near the back came a cry of pain.
"...Jehoshua, of the House Jehoshua." said the Emperor without even looking. "Come stand by me."
Jehoshua walked to the Emperors tent, a nasty looking bump complete with purple bruise already forming on his forehead.
"People, pay homage to your new leader." Proclaimed the Emperor. Turning to Jehoshua he whispered "Of course you'll have to run everything by me and your first job will be to build me a great luxuries palace. Other than that you can do what you like."

Regent Jehoshua, you have until the weekend to decide the following:
Where would you like to settle?
What form of national government will you implement?
What form of local government will you implement for the capital?
What shall we research (Pottery, Archery, Animal Husbandry, Mining)?
What shall we build once the capital is established (Worker, Warrior, Scout, Monument)?
 
Standing on the outskirts of the Camp, ShadowNX looks over the vast desert dunes and nods to himself.

“We have been given a mighty task, the sands will bite at us and try and drown us in our sleep, but with the great Dune River flowing here we can shape this land to be a mighty Kingdom”

Turning, he starts back towards the camp where the new leader of the tribe has been selected … Jehoshua.

As he draws closer he hears the shouts of advisors trying to get the ear of the new Leader, slowly he makes his way towards the throng of people to give his own insights.
 
Advice:

"Regent Jehoshua, in your wisdom we trust, but if i might make a humble suggestion. In regards to what our great thinkers must set their minds too, i have moved over the Dune River and seen glinting in the Desert Sun sparkless of light, these must be the tears of the Gods and we must find a way to extract them, for if we had them truly we would be blessed."

"The Land around us is huge and the Desert is vast, i would also suggest, humbly of course that we set some of our young men the task to scout the land and see how far it stretches around us"
 
To His most gracious majesty the Emperor and to the people of the glorious German Reich. Long have our people wandered the sands in the manner of our ancestors. Yet the time has come to settle down, establish a city and build a civilisation to rule this world under the benevolent iron fist of Germany. A civilisation that will stand the test of time, triumphant in the annals of history.

However before that happens it would be wise to scout the land, something others amongst our people likewise think is beneficial in accord with my own thoughts. Therefore I order as sovereign regent of Germany that our warriors scout one tile to the east of their current position and immediately report their findings to our camp. Once we have a report a more informed position on where to settle may be concluded for the greater good of Germany and in the name of our Emperor.

As to other matters.

GOVERNMENT

Germany requires strong rule in these crucial formative years and thus the leaders of the empire shall be implemented by appointment on both a national and local (in regards to our capital) level. As to leaders, the empire shall be adminstered on a national level by a regent who shall likewise rule the capital as the domain and seat of the national government, local cities beyond the capital can determine whether they place themeselves under national jurisdiction. Under this system the rejent alone will have the power to propose resolutions on national matters and in the capital. The resolution implementation method in respective jurisdictions will be via fiat in order to ensure unity of purpose within the empire during the establishment of a strong foundation for german dominance throughout the world.

TECHNOLOGY

Germany shall research mining in order to more quickly mine the wealth of the diamond deposits nearby (another matter in which others read my mind), and to put us in a good position to research militaristically early, should neccesity require such an act for the good of the empire. Mining would also be useful in order to establish a production base in our capital in order to construct without hindrance a city truly worthy to house the seat of power for our empire and ensure a ready supply of commerce (diamonds) to support early construction and expansion.

ADDRESS TO THE GERMAN PEOPLE

People of Germany

In these early years the rule of the empire shall be under the benevolent gaze of divinely ordained, autocratic leaders. This is vital for the wellbeing of our empire, we are just beginning our journey and we must stand united and firm in our formative progression to power instead of bickering over every other resolution. I understand that this naturally will diminish the potential for the common people of the empire to determine the decisions the empire makes in these early years, something that some amongst you may dislike. This is unfortunate, but it is neccesary to ensure that a solid foundation for our people is built without the kind of discord that on occasion emerges in more open systems of governance, a discord that could lead to our marginalisation or even obliteration. It has happened before amongst the ancient empires of the past and I do not think I need to refresh your memories as to these consequences born of disorder.

Unity is strength our sword against our foes, order is our shield against failure and together with a single purpose we will prosper. Thus while we are getting established I will establish the paradigm for the regent to rule decisively as supreme legislator and administator of the empire and as general arbiter of the Empire to ensure that no conflicts of interest destroy our chance at dominating this world. I do this with the hope that my succesors will continue decisively along the path of the greater good in considertation of the sound advice of the citizenry until such time as we are established and can permit greater decentralisation of powers.

That said, I gaurantee to you now that under my reign and hopefully under those of my successors the people of the empire and all the houses will be free to offer advice for consideration without censure to ensure that their voice is heard and considered in the developmental path of Germany. Likewise if a matter is controversial, of indeterminate neccesity, or exceedingly grave importance, it is highly likely that the matter will be put to a referendum in order to ensure that the peoples will is the determining factor for those matters, thus leaving no room for finger-pointing or accusations that could disrupt order and unity in the Empire.

Furthermore I inform you that those who give good, sound and considered advise on a regular basis and show particular skill in whatsoever area will be rightly rewarding for their engagement in the affairs of state. That could mean being granted a position in a cabinet under the leaders oversight amongst other possible rewards for honest and most importantly loyal service to the empire.

Finally I inform the people that I do not intend for my successors to hold to this system of autocracy indefinitely. Once the empire is established on a secure level with laws promulgated to ensure an acceptable level of cohesion and order, I intend for the empire to adopt a system of government that allows for the average citizen to hold more say in adminstrative matters on a national level. Such liberalisation on a local level is naturally dependant on the jurisdiction and will of a cities local rulers.

Thus people of Germany I implore you to unite with me in these early years to ensure that the empire is built on a firm foundation so that in the future we may dance triumphantly on the barrows of our enemies, instead of shirking our potential and being cast into the forgetfullness of the mists of time, or being laid low into irrelevance by our own failures born of discord and internecine political conflicts.

With that I say, Long Live the Emperor! and express my prayers to the gods for a long and prosperous future for the German nation.
 
The Regent Lord of the Empire, sat on his makeshift throne (we are still nomads) and summoned forth all the notable citizens of the German tribe. They looked reverently at the new regent who the emperor through the tossing of the holy stone had determined, by the will of the gods to be the ordained administrator of his empire to be.

Standing up the Regent said.

People of Germany, I hereby proclaim new laws which have recieved imperial assent for our people, so that we may become strong and united into the future. However in consideration of your possible desire to comment on these laws I will delay implementation for a time to hear your sound advice before I officially make them part of the Imperial Law of the german people.

LAW RESOLUTIONS

RESOLUTION I

REGARDING THE POWERS OF THE REGENT

1a: Judicial and Legislative Powers of the Regent

Article 1: The Regent has the power to dismiss a local ruler from office if he determines that the local ruler’s actions are gravely inept, or exceedingly contradictory to the national interests of the empire. Upon dismissal the local succession laws shall take effect to replace the dismissed local ruler. The displaced ruler has the right of appeal to the Emperor who can reverse the regents decision.

Article 2: The Regent has the right to veto a member of his national cabinet’s resolution and prevent their resolution propositions from going ahead.

Article 3: The Regent has the right to dismiss a member of his national cabinet at will.

Article 4: With the approval of the Emperor the Regent has the right to execute any citizen of the empire who is found conclusively to have conspired in subversive acts against the national government. Any citizen who reveals a conspirer whose actions are with imperial agreement deemed subversive and who is thus executed has the automatic right to a cabinet position. Any appointed successors of the conspirer lose the right to succession with the vacant position filled via appointment by the regent

1b: Local Administrative Powers of the Regent

Article 1: The Regent is ex officio mayor of the Capital as the seat of national government and he alone has sole authority in matters relating to the local affairs of the capital irrespective of and distinct from the national system of governance.

Article 2: The Regent alone has the authority to release the capital from his direct authority as ex officio mayor of the capital. Should such a decision be made the Capital must engage in a local referendum to choose an alternative system of local government and a new local leader.

Article 3: The Regent holds the right to appoint an Administrator as his representative in the Capital. An Administrator has all the powers of a mayor except that all his actions are subject to the regent’s veto.

RESOLUTION II

JUDICIAL STATUS OF THE REGENT

Article 1: The regent is immune to prosecution during his tenure as regent for any action.

Article 2: A Regent may only be legally removed from office by the Emperor, this being done upon the request of at least three quarters of the citizenry and with the unanimous support of the autonomous mayors of the empire. He remains active in the affairs of the empire in capacity other than regent

RESOLUTION III

NATIONAL EMERGENCY LAW

Article 1: With the Approval of 2/3 of the citizens of the empire in a referendum the Regent can take authority as dictator with total personal authority in all matters of governance local and national and also in matters of military command during a time of national emergency. The Regents term as dictator is revoked automatically with authority reverting to the previous administrative structure once the stated national emergency has ended. A state of emergency is deemed to have ended by proclamation of the Regent or the Emperor. In addition an autonomous mayor appointed military officer may call for a referendum on ending emergency law that the Regent must propose and requires a 2/3 majority to be implemented

ADMINISTRATIVE PROTOCOL

4a: Local Governance

Regarding Autonomous Cities

Article 1: The citizens of an autonomous city (ie: not a city under centralised government) in the situation of a leader in discord with the will of a plurality of citizens have the right to call a referendum irrespective of local governance laws to place the city under national administration with a two thirds majority approval required for the measure to succeed.

Article 2: An autonomous city that has voluntarily placed itself under national administration has the right to re-establish autonomous local governance in a referendum reverting to the previous system. A simple majority is required.

4b: National Governance

Legislation regarding declarations of war

Article 1: A vote to declare war irrespective of system of national governance must go to a referendum.

Notes

: National administration is effectively Centralised government except that the citizens of an autonomous city which has placed itself under national administration have the right to revert to autonomous rule via a referendum.

Bring forward your advice with haste, I will not delay long in officially pronouncing Resolutions I-IV as law. So if you wish to convince me to amend these laws before implementation you had better get a move on in trying to convince me. Time is of the essence and I will not waste time sitting around waiting for everyones opinion if they do not speak up quickly.

Straight after the speech and the bold proclamations by the Regent the gathering crowd began to murmur and chatter almost instantaneously. One group, right in the center however remained silent and calm. In the middle, sitting on a makeshift chair sat a long haired man with a stern look on his face, all around him stood the men and banners of the House of Le Roune. With one signal of his left hand, the blond short hair man on his left leaned over. A flurry of whisper was heard as the the blond man nodded silently and methodically whilst taking in the words of his master. After a few moments the blond man straightened himself and moved towards the front.

"The name is Sebastian of the House of Le Roune and I'm speaking on the behalf of my lord, Johan of Le Roune. I will get straight to the point as the 'Regent' willed." The crowd began to clamor down around the speaking man.

"1b Article 1 proclaims that the local ruler of the capital will be the 'Regent', while 1a Article 1 declares that the mayor of the capital, in this case the 'Regent' can be removed from the office due to incompetency or misconduct. However Resolution II Article 1 coincidentally suggest that the 'Regent' is 'immune' to any prosecution of his actions. Well well isn't that all set up nice and conveniently for the man who holds the title of 'Regent'."

"Then the only one that can prosecute the 'Regent' logically would be the Emperor. Surely you don't suggest that his majesty, the mighty Emperor of Germany keeps an eye on the appointed 'Regent' all day do you?"

The blond man opened his arms, waiting for a reply before continuing on.

Scorpio stood on the edge of camp. He watched as Jeoushua and juKar-C gave their speeches. He politely disagreed with the regents power. In his eyes the regent should give more power to the people, for the people. He congratulates Jeoushua on his appointment though and pledges to be active during his term.

Even as we are a nomadic people, I don't see a compelling reason to settle anywhere else than in place. (there is no more food to the east than where we stand)

Only our stargazers might wish to settle closer to the mountains, but who listens to them? (observatory later, but looks like it would be not enough food)
 
The Regent sat at his throne as various notable plebeians expressed their concerns about his proposed laws. Thinking for a second he addressed firstly one Sebastian and his house in regards to the his concern regarding the judicial status of the regent.

"Sebastian (ironic choice of name considering a german former lecturer of mine is called sebastian), the regent may under Resolution II article II be removed from power by imperial consent when three quarters majority of the citizens and any and all autonomous mayors approve his dismissal. Under this article of resolution II when the actions of a regent are grave enough to result in the reality of three quarters of the population demanding dismissal then he can be removed. After his removal naturally his immunity goes with it and his replacement can prosecute him for his actions under any relevant laws.

Furthermore regarding Article 1 Section 1a resolution I, the regent indeed can remove himself from the position of local ruler of the Capital according to article II Section 1b resolution I, this is in accordance to the previous resolution I mentioned in this paragraph in that the regent alone has the power to remove a local ruler. In the case of the first article of resolution 1 however the intent is more that an autonomous ruler in a provincial city can be removed if the regent considers them to to be doing something gravely contradictory to the national interest, like focus on wonder building if the empire is gearing up for a war for example. Furthermore that local ruler likewise has the right of appeal to the emperor who can revoke the regents decision.

As to the general concern of "giving the people a voice" I have already explained to you why I think in these early years it is important to have decisive leadership (ooc unless you want to become like Japan in CotE or France in Yahzuks mayors game). We require unity to avoid desctruction or irrelevance. Likewise I again reaffirm that I do not intend for these measures to be permanent and my successors can alter the governmental dynamic at a will to a style of government more inclusive of the peoples wishes to hold some sort of actual power when they judge the timing to be appropriate.
 
SETTLING POSITION

Considering the new knowledge I have made a decision as to where to settle.

We shall settle 1 to the east of the settlers current position.

My reasoning behind this is that there is likely better land to the south along the river which we havent seen (either floodplains or more fertile land generally) and thus one to the east is in a more central position to take advantage of that. It also permits us to eventually make use of that newly revealed sheep. The position is also defensively superior as in this location all but two of the surrounding locations are across rivers. Furthermore we have an extra forest to chop than if we settled where we are.

The position also has no downside in terms of tile usage that I know about in the long run as the only generally unusable tiles are still reachable by a city in the original location. The first ring is also superior as we lose some of the desert in our original ring and gain a dye.

WHAT TO BUILD IN OUR CAPITAL

Considering all that desert we shall train a scout first to go searching for city locations and remnants of ancient peoples. After that is done I am leaning towards a worker to begin improving our land although I will make the decision when it comes.

People are perfectly entitled to comment on these decisions, perhaps I will change my mind based on peoples opinions if they come prior to the implementation of the acts.

RESOLUTIONS

I hereby officially declare resolutions I - IV as Law effective throughout all the German nation immediately as of now.

FURTHER SCOUTING

The warriors shall ascend the hill to their northeast and continue north before wheeling around eastwards to uncover land to the east of our capital. Orders are to avoid barbarians and to prioritise exploring ruins. Orders for our scout once trained shall be decided upon when the time arrives.
 
ShadowNX sat in the tent and listened as the other houses, displaying their fears and uneasiness in regards to the Laws to be set out by the Regent.

The House of Le Roune was adamant in its views that they disagreed with some of the new laws, other houses of interest or notice is the House of Knighthood who also displayed some unease but more reserved.

After numerous debates and discussions the Regent decided to keep to his laws. Upon this news ShadowNX stood and started to applause, followed by the other members of his house.

“Long Live the Regent, Long Live House Jehoshua!!!”

ShadowNX smiled to himself as he noticed to subdued or even lack of enthusiasm displaced from the other houses.
 
The Regents resoultions are now officially signed into law by my hand in this 0th year of the German Empire.

Before Sebastian could finish his retort, a messenger from the Emperor injects and declares the resolutions to be effective.

"If the Emperor is in favour of these resolutions then it is not my place to disagree, I will stand down." With one last piercing glance Sebastian backs down and shifts back into the chanting crowd. All around the voices echoed in "Long Live the Regent, Long Live House Jehoshua!!!"

The settling position suggested by Jehoshua is quite logical. Also 1 East and 1 down right may also be a suitable position.

Le Roune supports the building of the Scout, it will help in exploring our surrounding environment especially due to the massive desert above our settlement. We need to find more suitable land for our future colonies.

For research, Mining is important but early expansion techs such as Pottery and Animal Husbandry should also be considered.
 
Pottery and Animal Husbandry are on my list of priorities in terms of techs as I have an immediate goal I am considering in our early tech path. However of course it is not set in stone at this precise moment as naturally circumstances may change.

As to the resolutions do not be concerned, I have several other resolutions I am drafting which I will propose in due time. I am sure you will have the opportunity to argue your case against them when they come. Although of course your opinion only matters as much as it is convincing.
 
Oh good, early expansion should be helpful.

Well I was just cross-examining your resolutions, there were some inconsistency but only if you abuse it I guess. No concerns =J
