It is a good one to build if you are IND and have stone: -- In a failure economy. I build at least two or three of them in a game depending on size of empire. Nobody really builds it until later so I can pull off a few fail golds from this wonder. It is great to cash in on a few of these at a crucial time heading into the end of a Liberalism race.

I rarely build it fully to completion. Usually only if I am fail golding it and forget to remove it from the queue on time.

building it and cashing it out are two different things. it is almost never worth building
