He is holding a sceptre. Doesnt that hint rather to European leaded.
 
The architecture should lend us a clue. I'm going through columns now to find out who used octagonal columns.
 
The architecture looks definitely Mediterranean, but could surely also be Moors or any southern Mediterranean peoples.
 
Up 'til now, I'd been pretty calm about BNW. But after watching this video, I'm starting to get psyched!

I'm guessing new buildings since some of those dont match up with the wonders we already know about.
 
With water behind him? Unlikely.

The water could be a red herring - besides, it's not as though his empire was entirely land-locked.

Every image I can find of Timur/Tamerlane has him wearing a hat or crown with an upright plume in the middle. And the sceptre doesn't look European to me.

I'm pretty confident it's not Portugal since it doesn't in any way resemble Henry the Navigator's trademark chaperon, or indeed the profile of any Portuguese leader I can think of.
