I think the information that the African scenario includes both a North and sub-saharan section could potentially reveal quite a lot. In terms of native civs you'd say were a shoo-in, Zulu and Ethiopia would definitely fit, but from beyond there? And enough to have multiple civs to win as under each condition?

Its not my area of expertise at all but I'd definitely think going through a list of potential native powers for that scenario could bear a lot of fruit.

And how is Portugal defined by tragedy and madness? It doesn't seem like two known adjectives I've ever heard describing Portugal
 
I'm going with Portugal now. Portugal had Maria the Mad, but also Joanna the Mad who was Spanish, but her decedents married into the Portuguese royal family.

Factoid: Maria I was actually the great-grandmother of our friend Pedro II of Brazil :)
