I think those historical depiction that was drawn hundreds or thousands year after Qin's empire? There's chance that it is not what he look like.

Firaxis have a wide spectrum from Chinese Movie to His Civ 4 leaderhead to artist that happen to be hired by Confucius aristocrat. I think they didn't aim for historical accuracy though, consider how Theodore Roosevelt look like compared to his photograph.
