That, and/or found a city or two in lousy, unclaimed territory like snow & tundra. Yes, usually the AI will, against all reason, found cities in stupid places, but sometimes, under certain circumstances, they'll leave territory unclaimed.If you're just under the domination limit for territory(population is generally easier to get IIRC), you can turn up to your culture slider to 100% and get those few extra percentage points.
