Could someone tell me how I could:

1. Make it so each city founded, for the player, as well as the AI, starts with the maximum amount of culture (legendary).

2. Forts can be built inside or outside of cultural borders, as well as overtop of other improvements.

I wouldn't know how to do that. The best place to ask questions regarding modding the game, would be the Creation and Customization subforum. There the modding experts reside. Just start a new thread with your question.

you can do one of the following
1) have them lose 50% of their land (maybe via culture flip or declaring war to its strong neighbor). they will declare independence and then you can declare war to them
2) have them grow half your size
3) have them refuse your first resource demand

1) yeah i know..
2) excuse my english :blush: but what does that mean? the only man left? if he's the only one left then you should gain conquest victory
3) no. ask for resources (iron, copper, oil, etc), and pray that he refuses. :D if he refuses a state of war is immediately declared

what is capitulation??? And what causes it??

This is a feature of the Warlords expansion pack having to do with vassal states. When you're warring against another civ, they have the option of "capitulating"--becoming a vassal state--after 10 turns or so. Some leaders are more reluctant to do this than others. Also, your enemy may choose to capitulate to another civ rather than to you, which means their new "master" is automatically at war with you. Unless the master is a war ally, in which case peace breaks out everywhere.
 
i only have to defeat 1 civilization to conquer everything...but he is my vassal...to defeat him i need to let him get some population,or territory or other think that i dont remember :D, but that will take too long...i just want to declare war to him...he doesnt have any resources,so i cant ask for them...

what i need to do??

You've already won, in more ways than the game can count. If he's the only other nation left, and he's your vassal, then the game is officialy over (never mind the fact that you probably won several other victory conditions on the way).

The game isn't really designed for your situation.
 
You're sunk. You can't declare war on a vassal unless he refuses your first demand for a resource - but you say he has none to demand. He will break vassalage if he loses half his original land - but there's nobody left to take it away from him. He will break vassalage if his population rises to half yours - but I bet that isn't possible.
But this dilemma does raise a point. If one has a vassal, is a conquest victory possible ? Not knowing the answer to which, I never accept an offer of vassalage.
 
it is the first time i play i didnt know that vassalage is so stupid...
Vassalage is like other elements of the game like wonders, buildings, military units, and civics. Just because you gain the ability to build/use them doesn't mean you should.

Depending on the current game's conditions and your long-term plan for victory, there will be times to take a vassal and times to utterly destroy an opponent instead.
 
How can I combine great people to enter in golden age?
I don´t know how to do that...
The basics are that you need n + 1 Great People of different types to generate a Golden Age, where n is the number of GP-generated Golden Age this is in the game (2 GP for the first GA, 3 for the second, and so on).

But you may be getting at something I've wondered about too. Suppose I just happen to have (lucky me) three Great People: a Great Artist, a Great Prophet, and a Great Engineer. I want to save the GE for a wonder later on and use the other two for a GA. Can that be done, and if so, how? Or does the game have some internal mechanism (say, first GPs generated are the first GPs used) to determine which GP generate the GA?

Yes it is. If the rest of the world is your vassal you win (conquest victory). This is one of the ways to win conquest victory without reaching domination victory limit
 
Question on in-game hall of fame.
I played a couple times lately and my scores are significantly higher than record.
However, they are not registered in the in-game hall of fame.
Anyone has an answer for that?

the HoF displays only the games for the current mod.
If you played a scenario or using a mod, it won't show in the "standard" Hof.
