There is a well written article on the WFYABTA issue. I'll try to find it and link to it, but not right now.

some basic rules for it :
- it depends on the number of tech traded. It's not linked to beakers. meditation has the same value as rocketry.
- it's based on a treshhold, varrying for each leader. Mansa Musa trades twice as long as most others. Some trade only half as long.
- every tech trade a leader is aware of (= every tech you traded after you met him) is counting, not only those with him. You could be in the WFYABTA zone with brennus before having traded anything with him.
- only techs you gained are counted, not those you give away. So selling techs doesn't enter the WFYABTA counter.
- there is a % each turn that a leader forgets a tech trade. Can't remember the value, but it's not a lot. Anyway, it means that indeed at some point you can come out of WFYABTA zone. It may be very long.
- you can escape the WFYABTA if you and the guy you trade with are both in the lowest half of the scoreboard. Beware, the dead have a score of 0 but still count as part of the board.
- you can escape the WFYABTA if the guy you try to trade with is friendly with you and all of your "team" (includes permanent alliances and vassals)

I've been out of the loop for some time now. With the new expansion out and the previous one, if I was to buy both would and install them, when I start a game would it have all the features of both expansions?

Yes for standard game. Scenarios may be different.In fact you only need to buy one, the latest BTS for all aspects of the standard game, Warlords included.
 
So if I got BTS, while I won't get the scenarios from Warlords, I would get all its game play features. Correct?
 
Just keep playing. The option to propose resolutions comes up automatically every couple of turns.
 
I built the UN around 1880, I was elected secretary general, it is now 1993 and nothing UN related has occured.
 
I don't normally go for the UN, so I have no idea if this makes a difference or not:
Did you turn off the diplomatic victory condition?
 
In Sisiutil's Strategy Guide for Beginners, it's mentioned that one could steal workers from a neighboring Civ, just curious how one goes about doing that (this was mentioned in addition to just defeating the city, so I'm assuming there's a way without actually attacking.)

You have to declare war on the Civ that owns the Worker, then move a military unit (Scouts and Explorers can't do this) onto the Worker's tile. In Vanilla, the Worker can move immediately; in Warlords, you have to wait until the next turn before you can move them, meaning they're vulnerable to recapture, just as your military unit in any version can be vulnerable to attack.

Generally, it's best to capture Workers, if at all possible, as far from a city and a road as possible (to minimize the risk of counter-attack), and preferably on good defensive ground with a unit that has a defensive bonus (Woodsman or Guerrilla, for example--also to minimize the risk of counter-attack, and of surviving a counter-attack if it happens).

IIRC, you can't build the UN if diplo victioy is not enabled. But, then, you should still be able to propose the other resolutions, right? Doesn't make sense to me.

Only way to change the strategy layer color is to play as a different civ. ;)
 
I've figured out the basic use of the strategy layer. I can place signs and draw lines, and the are in my civ's colour (light blue in the current game). I think I've seen other people's maps using multiple colours (though can't remember where); is it possible to change the line colour somehow?

You've probably seen screenshots which were altered by a graphics program like paint. The ingame strategy layer can only produce one colour, namely the one from your civilisation.
