Only for the city in which it is located. Note that if the same resource can be worked by two cities, it only counts for the city to which it is closest (not necessarily the city whose culture borders first claim it).
Hi folks, can the tiles in Civ 5 be named (for athmospheric reasons) as in Civ 4? (like "Sea of the Silver Waves" and stuff like this)
But how are ties resolved? Let's say both cities have that resource in the 3rd ring, who gets access to the building?
Do I get the wonder bonus if I PUPPET an enemy capital with wonders in it?
Usually I always annexed them so I did not know the answer because of that.
What is the tech progress of city states based on? Do they research techs like a regular civ or do they automatically receive them for free when more than half of the world has them or something?

There are no ties. Each tile is affected to a specific city when acquiring the tile and this cannot be changed.
In my current game my capital extended it's border to take in a marble tile. I founded my second city which was closer to the marble than my capital and immediately got the notification that my second city had access to marble even though that marble was NOT within its own cultural border.
I am sure that the Marble was 4+ hexes from your cap and 3- hexes from your new expo.
Actually, dropping an expo that is closer to the marble tile may cause that tile to be reassigned to the expo, with the result that the capital would no longer "own" that tile (for purposes of the wonder bonus or to build stoneworks).
