I have never been able to give a vassal freedom. Is there some button i should be looking for or some set of conditions besides the time constraint? I see the message saying they have been vassals long enough to free, but the option never shows up in trade/diplomacy menu. It is always grayed out.
(not using the June 2020 version yet, btw.)

Yes, there is a button (I think it says Liberate) in the vassal overview screen.
 
What determines the tourism bonus from boredom? How come the bonus is different if I look at Austria, vs if Polynesia is affecting Austria?
 
Is it normal that actual unhappiness is higher than pop (10 poverty in 9 pop city), I have aqueduct so in the end unhappiness from poverty is 9 at most but still feels weird

what does it mean exactly when there is 6 unhappiness from distress in a 9 pop city. Does it mean that calculating distress unhappiness is done by taking the sum of prod and food, subtracting the world median a number of times? Like the median is 7, I have a sum of 25 in a 9 pop city, I can subtract 7 from 25 3 times, so I get 3 happy citizens and 6 unhappy?

Local unhappiness isn't supposed to be higher than the population in a city (except if the excess is from Urbanization, i.e. specialists). If that occurs, it's a bug and should be reported to Github.

No, my local unhappiness is still capped by the population 9, but if I hover on the unhappiness I see that actual poverty is 10

That's normal, I think.
 
Is there a way I can tweak XP values to be higher? I know it was bugged in the last version but honestly I found it more fun that way.

Cannot check the exact wording in-game right now, but when you hover over the unhappiness in the left city panel, it should display a breakdown with something like "10 unhappy from Poverty capped to 9 by population" for each cause of happiness.

Which by the way means that if you build a building decreasing poverty by 1, you will still have 9 poverty. And if the next cause of unhappiness is - let's say - 3 from illiteracy capped to 0 by population and you build another building decreasing poverty by 1, you will get 8 from Poverty and 1 from Illiteracy (so still 9 unhappy in total).

Jungle. Unless you have "Disable Start Bias" active or there's some kind of bug, then yes, you're just having bad luck.
 
You can no longer dig an Antiquity Site in major foreign city borders, is this intended? (don't know when this was changed, didn't notice it till now)

Probably not. Make sure you have mutual Open Borders.
 
Does a tribute from a city state cancels all quests that the city state gives?

Yes. You can still gain Influence for killing Barbarians near them or giving them units to support them in a war, however.
