Prerequisites are 2 T3 tenets, influential to everyone else, and content pop (from ideology). Telecommunication have nothing to do with this, idk if it is in the tooltip but if it is, it is wrong.
 
In multiplayer it seems I cannot click 'Raze City' button that I once annexed, nor can I 'Stop City Razing' (same goes with annexing cities once puppeted, but it can be done by clicking puppet icon outside the city view). Has anybody found out how to fix that?

so i have searching for a mod similar to infoaddict without the relations lines, and i find a enhanced demographics from whowards. so im asking if this thing is in vp or maybe compatible with it
 
Hi there. Trying Vox Populi for the first time. Saw a youtube video with someone playing Rome and they had the option of forcefully annexing a CS.
I started a game myself and played Rome. I do not have a forceful annexation option as he did.
The video is only 3 months old and I've searched around the net and found nothing about this being removed. And the text about Rome says I can annex.
Hope someone can help.

Rome can no longer force annex... in the current version. The game changes quite fast.
 
First post, so I apologize in advance if I'm not adhering to any rules and if this question has been asked and answered already. I looked but couldn't find it.

Regarding the previous wonder penalty, how would it apply to two wonders completed in the same turn? Meaning, can I throttle the production in two different cities to produce two different wonders on the same turn?
 
I think it works in order of city foundation which mean :
  • City A and City B have on turn left,
  • City A was founded before City B,
  • In order of turn, City A finishes its Wonder,
  • City B has its Wonder's cost adjusted, and does not finish it this turn.
 
How do barbarians unit upgrades work? On epic speed, sometimes I see barbarians upgrade as late as turn 100 (when several civ get into classical era). Sometimes I see them upgrade by turn 40 (when most civ barely get 8-10 techs). What triggers their upgrades?
 
Need confirmation, but I remember someone saying they get all techs that has been research by at least half the advanced civ.
