Its probably more a moral obligation then a legal one Arya. I agree technically Mathnerd has full power over the Super Spy Cull unit and he hasn't given any verbal assurances to the contrary. But the whole Unity thing was set up to try and be equal so as Cull says he has a moral agreement *shrug* But thats because the system is set up this way so that the President has full power. Any power he shares comes of his own choice.
But the use of the Great Spy unit is just straying from the topic. Cull you've argued that you have final say on the matter but what is it you actually wanted to do with it again? I thought you wanted to culture bomb the Russians yourself which is what Arya wants as well... so argueing over the specifics can wait. If you have a verbal agreement with MN then there's no need to posture or make terrorist threats. (i only brought up the golden age as an option sheesh)

Thanks for the info on the near completion of Civil Service... i think it was included in the math as it was all done at the end of the last turn but either way its all good.
I prefer Theology when i'm going for political manouvering or mass armies. But OR has the easy missionaries and helps the buildings. I'd assume it would get changed eventually. Once we get feaudalism and set up some infrastructure we can change back to Feud and Theo and as we are charasmatic if we get barracks and stables we could be pumping out 3 promotion units from every city. Very good stuff.

Remeber how some people wanted to go straight into italy in the war? part of the reasoning was to comit england fully to the war. Once we enter italy we may as well completly decimate the romans.
So too is part of the reasoning behind the AP, by getting the AP people are more likely to agree to go for the other religious wonders like the Spiral minerette and the University of Sankore.
As for the denial ability, the AI arn't human and thus can't use it to it's full potential. They can still make use of the options available to them so how agrivating the power wielded would depend upon the religion and the owner. We can only be influenced by the AP if we have the religion in our borders.
Buddist (Holy City = Russia)
If Russia gets it we would be fearful of a crusade against us. Russia HATES us. With a passion (-15 or something at last count) Even if one of the lesser buddists like the Vikings or the Carthage nation gets it they could still annoy us by forcing peace upon us at annoying times if we end up in a war with russia.
Confucianism (Holy City = Shaka)
Minor annoyance. This in the hands of the egyptians or Shaka could unite the african continent and create a new power block but it's power would be negilgable if we positioned ourselves correctly. If we stayed in theo then the religion wouldn't be able to get into our borders.
Hinduism (Holy City = India)
Long term annoyance. The Indians are allready the score leader. Give them political power as well and they would be the heavy hitters to the end game. They would unite the asian powers and as the score leader the lesser civs in that area would slowly vassalise themselves to indian supremacy. It would be a nightmare.
Jewish (Holy City = Unknown ?)
This is assumed to be the american religion and would probably not happen. The americans are usually very behind tech wise and even if they got it the continent is so far away we wouldn't have to worry about them spreading to the old world any time soon. By that time the AP could be made obselete.
