I actually DON'T want Carthage. Carthage will gobble up West Africa, and Rome will be hard-pressed to invade unless they go the long land route through Arabia and Egypt, and its still tough. Russia, I think is no, but if the Vikings get a small division of land in Poland and that area, and block off us from Russia, they could be potential allies. Just have to be careful. Arabia on the other hand, is just

. Adopt their religion, make a few resource trades, Open Borders, and that's +4,+1/2,+1,+1 and that is +7, bordering of Friendly.

And they will block off Indian expansion, and, as others have stated, bordering, or hopefully bordering two dangerous civs, Russia, and Rome.
On city specialization, it is really up to the map what it throw at us. I like the idea of one city just producing military, but we realy have to see what the map is like from our explorations. Choose a decent food site with lots of hammers, and no commerce potential, build basic infrastructure(barrack, granary, etc.), Herioc Epic when we can, and just pump military out there forever. HE is critical though if we follow this plan, since HE will double our military production if we only have one city on military. A nice ratio is 2-3 commerce/food cities to 1 production city, or about. It really depends.
