You may send aid to another country using your banked WC(you can't use anything else in termms of money :p) Anyway, you CAN send aid AND increase your economy in the same turn. Giving aid is not the same thing as using your industry for military or research, the point of increasing your economy is that you are spending your money on improving the industry, commerce etc of your nation.
