I would just like to mention here that TS-SLI (top secret-submarine location information) when I was in the US Navy was, in fact, the most exclusively classified information that the navy had. I was on a submarine, and there were only a handful of people on the boat who were cleared to know where we were, and no one in the crew was cleared to know where any other boat was ever. On the rare occasions when our mission required us to take a spook to sea with us who was cleared for location information on other submarines they had a shoot before surrender tag. For Trump to "presidentially declassify" submarine location information and share it over the phone with a foreign leader is absolutely obscene. It may be "within the rights of the president" to declassify anything on the spot, but during the cold war that would have been grounds for a quiet and mysterious execution if Ronald Reagan had done it.
