Request: displaying techs recently discovered by other civs

Do you remeber Civ I popups displaying techs recently discovered by other civilizations (after an embassy had been estabilished)? I found this very handy and was wondering why they removed this feature from Civ III. And it it's not there in Civ IV either albeit you can check what techs do other civs have.

Would anyone be able to make "xxx civ is first to discover yyy" messages to appear in the event area on the left? It would be much appreciated since I am not familiar with Python.
