[request (mod or guide)] Espionage tasks

Hey,

I tried to dig into game files and modders forum but cannot find any info on how to mod espionage. If someone is interested in building a mod or can share some guide so I can create mod myself, please read onward))

Here are ideas I'd like to see in game:

1. "Propaganda" spy action.
City Center OR Neighborhood (to make it only available on later stages of the game for balance)
Decrease Warmongery towards this nation OR Improve Attitude (decreasing warmongery seems a more balanced action)
Inspired by Russia Today))

2. "Provocation" spy action
City Center (preferably Capital)
On success gives you Casus Beli against this nation
