The Roman war was going good. Much better then WW2. the new technology really made a diferance. The storming through France impressed the Public so much that 55 seats were occupied by the Empirelists. 40 by RTS and 25 by Pax.
The Empirelists would continue the war and placed a leader named Ceaser in charge of the war. His great rank(1st) in the Spartan Acadamy was the reason why. He had already commanded the 1st Army, the one which stromed through France. His new plan was to split the army in 4 Army Groups. They would be split further into attack groups comprised of a certain number of Legions. 3 Attack groups in France, 3 in west germany, 2 in central and 2 in East.
the whole plan was to cover more ground being more orginized. Unlike the old fasion way of fighting where individual units had indivisual plans and sometimes joined with other units. Ceaser changed that in France and look what happened. He would do the same elsewhere.
Also almost the whole population of the province of Mersailles(sp.) joined in the war effort. Most men joined the army. And the rest began making weapons at greater speed then anyother province.
Orders:
Maintain Army size with many French-Roman volenteers and limited drafting.

(In the east you can see a larger arrow then the rest. That means most of the troops in that army group are going that way instead of being balanced.)
As you guessed the 4 red squares are the Army Groups and the 3 blue squares are the Navel Forces.(Each Red Square equals 1/4 of my entire army. Each blue square is 1/3 of my Navy).
