You are totally incorrect when you say we declared war because of a spy we had no proof of. I can give the exact spy report EQ sent me. You can even ask EQ if he sent me a spy report saying that there were plans and I can guarentee you he will say yes. Also, I received two other reports saying that you would attack me. It would have been foolish of me to sit back and say there was nothing to worry about.
Also, I am having an ROP with the Andes Confederation.

I will begin the redigging of the Panama canal after next turn, hopefully with Aztec help, so that trade may be easier. However, I will have to ask for some pay when it is built for any ship to go through so that I may regain the money I will spend on it. I think this is reasonable, and the toll will not be outstanding.
