Sadly Russia cannot sit by and watch the French Canadian land be taken, rapidly declaring peace on the African fron the Russian transports load back up and their accompanying Destroyers are on their way to the Americas.
The Russian Submarines, unfortunately for the RNE, are more than ready to test their bad selves against the new 'superboats' we are pessimistic as to their power and are more than ready to sink them. A large portion of our above sea fleet accompanies them.
The Russian troops transported to Newfoundland are to help the Frenchmen defend.

All jokes aside, for I am not here on a joking matter, we must discuss friendship and treaties, honor and conviction.
I, unfortunately, didn't notice as the RNE forces stormed against Quebec, i would have acted sooner, but here is where i stand:
France has long held me in an MPP, we have long been allied and I cannot allow this pact to be ignored, or even if the world ignores this betrayal it will stand forever in my heart. I must defend the Frenchmen.
I will make resolutions calling for whatever they will call for, but none of this will work without your help.
The RNE refused to help when you found the Zulu threat, we helped you shatter their nation and we would help you further if this had not arisen. They ask for your help in their wars for Empire, I ask you to help keep the bloodshed down by not declaring war.
