Place 3 in NEP and attack any fleet that tries to enter it. Place 2 in Caribbean sea. Place 2 in Horn of Africa. Form a complete blockade on those 3 seas and attack and ship that enters except the following:

News has finally graced the Great Qaghanate of White and High of lands in the east (west) that begged to be conquered. The armies, having conquered as much of Nanzhao as they care to, have set their sights on extending the benevolent Qaghanate to more of the suffering peoples in the east.

OK fine, I invest all 39 lp to the first tier NP, thous starting the program when combining it with the 14 already invested and giving it an 8% chance of completion by the end of the turn, better?

WMDs don't work that way. When you reach 45, that means the program is finally up and running. From there, like in IOT6, you get a +1% chance (per point over 45) each turn of completing the program.
