Bandits at the Gates.
The conflict betwen Romania and Moldova was put to rest before any casualties appeared. President Marcu Anghel sent letters each week to the Moldavian Lieutenants asknig them to re-think their deeds.
The areas seized by the two Moldavians were of utmost importance for Romania. With Ada Kaleh gone, the main agricultural hub of the region was Galati , from which all grains of the Baragan region , also seized by Moldova, went through the entire country. Also, the nation's first, oldest, and biggest ports, Tulcea and Constanta were taken over, halting many activities. This didn't mean Romania lsot all it's food: most of the Jiu Valley, still under control of Romania, was having a great year, giving more than the usual grains, and the ports of Southern Dobrogea were also trading extensively with Roman ports.
The President's grand project, nicknamed "Fire and Earth", started to take shape: the plains of Southern Ukraine were to be transformed into a massive agricultural waypoint. Itm would take at least 5 years to start the project, and another two for it to pay off it's expenses, but there were no voices in the temporary government against the plan.
But, the matters at hand were more pressing. It couldn't just go too easy, as everyone expected: with the removal of several fees and taxes, thieves and bandits could no longer rob the colelctors of those taxes, and thus started terrorising the local populace. Even if the army and several bounty hunters were appointed to hunt them down, someone helped the thieves. Apparently, the bandits had a leader, altough msot of them did now knew the name of this misterious "Commander". But the efficiency of the spies sent to counter the thieves proved to be enough to reveal him: it was the bandit leader from Predeal, just 10 miles south of Brasov: the self appointed General Balasa.
The elusive "General" proved to be a nuisance for too long. He ordered villages to be raided and plundered, but never showed his face . Most believe it is because he was wounded when Patrascu's army advanced toward Brasov, but there are some that say he was actually killed and a group of lucky bums took his place , rewarding themselves with his name , which could explain the number of attacks throughout the country, all in totally different styles and for different reasons.
While most attacks were repelled or ambushed after a while, one group remained in position, specifically one bandit, nicknamed "Terente". He didn't raided villages, nor killed anyone who didn't actually deserved it. His only wrong deed so far was that he murdered his wife, for a reason or another. Since that event, he kept on robbing the still-corrupt officials in his area, at the border with Moldova., in Baragan. While the authorities knew that he was like a "Robin Hood" for the poor people in the area, and he only stole money that were already stolen by others, to return them, he was still an outlaw. He was always alone, and nobody knew how he managed to keep up with his attacks.
President Marcu had plans for this Terente. Secretly, he and his temporary government wrote a letter to him, allowing him to rob twice each and every corrupt official, but no more than twice. Wether the letter got into the "right" hands, or not, it was another issue. But for the time being, everyone but the corrupt officials wished for Terente to not be captured.
