I don't want to rain too much on your ideas but I would be cautious about giving one religion any sort of advantage or precedence over any other. In my game, though they have practically no resoruces at all, they have persisted in attacking Europe and staying near the top of the histograph in rank from the early middle ages and have not yet stopped though I am near the start of the 20th century...
