On a more serious note, could this leader represent an Afro- Indian or Caribbean civ?
Headband guy doesn't really match any Afro-Indian/Caribbean leader that I know of, but my knowledge of them is rather patchy...
I don't think having an achievement would prevent them from turning a city state into a civ in an expansion or expansion-dependent DLC. As long as they don't change the city state in the base game, you could still get the achievement playing vanilla Civ.As I said before; In the future of Civ6 I think it's highly unlikely that we will see a Civ out of Jerusalem, Nan Madol or Hattusa, La Venta, Granada or Armgh due to achievements being tied to them.

Although, the more I think about it, this change probably benefits tall players over wide players, unlike the trade route change.

Yeah, but to make up for it, they've buffed the Commercial Hubs' adjacency bonuses. It's now 2 gold per adjacent river tile.
How's that a buff? Does this mean you get the 2 gold per each side of the tile that has a river?
Yes. Previously you were only getting 2 Gold if there is any river tile adjacent, not for each one.
You know something I just noticed? This portrait seems to show curly hair... not really a feature you see in pure Native American peoples. Lautaro is invariably depicted with long, straight hair.
Well, you can find Mapuche people with curly hair so I suppose it is possible. Most of the portraits of Lautaro are idealized, anyway.
