Were you on a large map? I think there's a limit to how many civs can be present in a game, so if you already had the max when that city was taken, while the city near you met the requirements to become a new civ it could've been the city randomly allowed to grow into a civ.

Huge map, but it was still a few thousand BC. I shouldn't think that the quote of civs had been reached already, let alone the same one coincidentally spawning beside me twice. I don't think it was a 'new' Carthage spawn. They were not a minor civ, not at war again.

Question:

How does a civilisation merit the name 'Chinese Refugees' when dead?
 
If Carthage was already a full civ when destroyed, I believe they respawn as a full civ. Depending on how the barbs were, it's entirely possible tons of them settled into cities (and then civs). Still, strange that it happened right next to you - just pointing out it's possible this isn't a bug.

-On this note, the flavour skins for animals and civ units seem to be...coming loose? As in, a mali spearman or scout or whatever will at times revert to the default. Same for the animals. It makes you think there's more than one Siberian Tiger, but no, it's just some bastard changing his stripes.

Try turning off Animations Frozen in the graphics menu in Options

Like someone else posted, occasionally when you earn enough points for a great general you get one of the buildable generals instead.

Feedback: Recent RoM player here (and not very good), but is there ever a reason to build chariots now? Javelineers and spearmen get spammed by the AIs, while axemen seem rare. Just seems like you're far better off getting infantry techs, as they're usually prereqs for other things while horse techs are crap until cavalry.

Horses can be extremely usefull depending on tactics. Chariots are fast moving counter units for barbarian/lonely AI warriors, archers and axemen.
Early horseunits are extremely usefull when attacking cities before siege weapons as they can withdraw if given the right promotions so they can make the way for the infatry instead of bringing a stack of suicide units.

The "bastard" Warlord birth is a big problem, which I have tried to solve from the day I made the modmod. Some day (soon I hope) there will be an update that fixes it.
 
I'd estimate upwards of 90% of the barbs I see are javelins/spears, with axes/archers splitting the rest (ignoring warriors, but warriors are hardly a threat). I may just have horsehockey luck with the RNG, who knows. Probably the case since noone else seems to have reported this.

Onto my issue, I have installed ROM 2.8 with the hotfix but upon ending my turn I get a constant endturn error. It doesn't cause a CTD but it does cause the game to become extremely slow. It typically happens after I build something. It doesn't seem to affect any of the games AFAIK but it does slow the game down exponentially between turns and is quite a nuisance. It happens no matter what size map, or optional settings are on. I have included the error logs that are producing the error.

I've personally never seen that before. What operation system are you using BTW? I notice your "Program Files" folder is named "Program Files (x86)", Have you been getting that error before ROM?

That's a 64-bit OS... I've seen this kind of error when the files specified there are read only

There's something wrong with the UserSettings folder... perhaps try closing Civ4 and delete all user settings?
 
That happens I believe if you haven't 'taken ownership' of a directory in Windows 7.
 
'Caste' civic seems to halt development of improvements completely, rather then 50%.
Kinda anoying since Caste is my favorite civic :P

Thanks for those logs - this bug should be easy to fix. I'll try to get another Hotfix for the weekend. Just the other day I found another small bug from the new religion screen and fixed it so that will go to the Hotfix too.
 
I reinstalled Civ 4. Gonna try again

Vista Home premium 64bit
Nvidia 9800x
4gb ram
Intel Core Quad 9300

I hope it works this time....

Storms Are Out Of Control in 2.8 Lite.

They need to be seriously looked at. UNLESS you all like storm mazes for your ocean voyages.

Even the AI doesn't like to travel out into the ocean.

And coastal travel is move 2 tiles find a "clean" tile then heal 2 to 4 turns. Then travel 2 more tiles wait for the storm or try to get thru it and then do the heal process over again.

I finally circumnavigated a Giant fractal map in the late 1400's AD on Noble setting using caravels. It was a literal maze to traverse the oceans.

I posted screenshots in the 2.9 Discussion thread. Should've put them here I guess. They show what I'm talkin' about.

Yay first post :)

Anyway , this is going to sound like a silly issue , but its really stopping me playing the game. On every turn , usually when there is a screen up for building selection but also at seeming random intervals , the land textures will go out of sync and the entire game slows to a crawl. There is no CTD , but it is imposible to do much unless you minimise and the reopen , and even that only works half the time.

Any ideas?

go it to Civ4 and make it so it doesn't spawn them, I had a grand total of 10 storms, 4 of which I spawned after 500 turns on EPIC

I don't have that issue. It sounds like an issue with your graphics card or driver. Check for a new driver from Nividia or ATI. Also, try turning down your graphics settings.

Check this thread, towards the end. I have set iDisappearance to 2000 in my latest game and iGrowth to 400. I haven't seen the deep ocean yet, but there are virtually no storms at the coast. I'd try changing iGrowth back to 500 next time. Try fiddling with these parameters.
