Roman Water Shortages

I think a lot depends on how much water costs in your area.

In mine, there's a real shortage of rainfall compared to the rest of the country. And the local water company really goes out of its way to repair leaks, since, I suppose, it's worth it for them.

While in Yorkshire, there's abundant rainfall and the company there loses more water than anyone.
 
Seems that the Germans have overinvested in infrastruce
Some of that trillions you mention were used to redo the East German water pipe system and they in deed had planned for more people than are living there today. Which yes is the reason.
Though its probably cheaper in the long run with a growing population
