Yes it is, but it connotes that sometimes Biden is an exceptionally effective speaker, and not per chance but because he himself is an exceptionally skilled, if inconsistent, speaker.

It's also true that Paul is only getting the attention of a small minority of the populace. It's a dedicated and reliable minority, but it's still a small minority.

The strange thing is that I've listened to him, even knowing he's just dead wrong. I also know other people who have too. That's what I meant about the charisma. If he hadn't been a nut that guy would have really gone far.

He does have some charisma. That much is obvious. But it's not the type that translates well to larger audiences.
