The first victim is a police officer, still awaiting details of the second victim, but apparently the prognosis for the first isn't looking so good. Apparently he "appears dead", awaiting confirmation however.

For a little speculation: I've heard that the shooting happened during a traffic stop near the parking lot. Going off of that, I'll guess that the officer pulled over the shooter and recognized him. The shooter then killed the officer, saw a bystander who had some car keys, killed him and then took the keys and drove off.

The BBC R4 news are reporting that the shooter may have killed himself.

And! was the shooter a bystander too the traffic stop.

RECAP 5:12 p.m.: A Virginia Tech Police Officer and another man were killed Thursday afternoon on the campus of Virginia Tech in Blacksburg.
The incident happened shortly after noon.
According to Virginia State Police Sgt. Robert Carpentieri, the officer was conducting a traffic stop when another subject walked up to the officer and fired.
The gunman was not in the car that was being pulled over.
A short time later, a second man was found dead in the parking lot near the Duck Pond.
A weapon was found next to him.
The officer's name, and the second person's name, have not been released.
The officer was a four-year veteran of the Virginia Tech Police Department.
