Separating Leaders/Civs

Sorry if I’m hilariously late with this, but is there a mod for simply separating the leaders from their civilizations?

Like, if I wanted to either assign or completely randomize who leads what countries — that kind of thing (Shaka might lead India or Trajan might lead Australia or whatever)?
