Apologies if anyone has had problems with the server over the last few hours. Someone changed the PHP settings, and half my old scripts stopped working! I hope I have fixed them, but if you see any server problems, please report them here or by PM.

If an AI requests diplomatically for us to join one of their wars and we accept, is this also considered to be us (the player) declaring war? My assumption is 'yes', I would just like it to be clear.

No, you have to capture one. Or lose one to the civ you declare on.
