In SGOTM it would be considered cheating and certainly not in the spirit of the SGOTM. If you really need to use this to win games then you are doing something wrong. I don't see point in it as players could easily add techs via world builder.

I think it's blocked by Buffy now - indeed if you build the Oracle and research Liberalism on the same turn you can sometimes only end up with one tech!!

I got an idea for a scenario that would have only one (simple) additional objective, would be on Monarch difficulty and still be challenging (most likely, needs testing obviously).

Does it sound good? Do you want to play a scenario that is nearly 100% a Monarch game with just one mean twist?
