OOC: There are some stat errors, hardly anyone is paying for their armies. Also the Zulu only have one army in the stats, with a name like "2nd Zulu Army" that implies that something is wrong. Other than that, great update. :)

It isn't incorrect. The 1st Zulu Army was destroyed a few years ago.

As for the stats errors, the treasury/banked IP is correct. When I added the new units, columns were shifted on those sheets, but the VLOOKUPs weren't. I did all that after I updated the treasuries though. Either way, stats updated with the real military upkeeps.

Entre Rios Reclaimed! Under the leadership of Generals Plinio Romao and Ansaldo Vinci the 1st and 2nd Brasilian Armies defeated the armies of 'Free Brasil' and have added the province of Entre Rios to the Empire. A provisional government has been organized for the province with a Governor dispatched from the capital to oversee the transition. Under the provisional government civilians shall be allowed to keep hunting rifles/shotguns for personal use. Land ownership of land being actively occupied farmed shall be honored and documented and land that is fallow/unoccupied shall be nationalized for future land grants. Priority shall be given to military veterans and those people displaced under the Rural Improvement Program. Provincial elections for the legislature are scheduled for next year and it is expected that the province will be fully integrated by 2032.

For his outstanding service in the Entre Rios Campaign, General Romao will be awarded the Grand Cross of Military Order of Aviz (Ordem Militar de Avis) by the Empress at a public ceremony later in the month. The General, known for his calm demeanor and gifted administrative skills has been celebrated as a man who reclaimed the honor of the military from the disaster in Pernambuco. Men who have served under him praised his ability to organize supplies and his concern about the welfare of the common solider. As for future plans for General Romao and the Army, the Ministry of Defense has not commented yet.

In the face of Papal silence and the controversy regarding the post-Fall history of the Church, the National Conference of of Bishops of Brazil (CNBB) issued this statement yesterday.

"We the undersigned of the National Conference of Bishops of Brazil issue this proclamation. Over fifteen hundred years ago, a carpenter of humble means became a leader of a group of men dedicated to heal the sick, to feed the hungry and to preach the gospel to all of mankind. Jesus of Nazareth did not reside in the homes of the wealthy or the powerful. His Apostles were fishermen and tax collections who gave up all worldly possessions to minister to the poor, the sick, the hungry and the oppressed. Jesus did not need a large church or powerful armies to change the world, he used the power of love.

We have become concerned about the lack of leadership from Rome. Now it is the time for the Church to arise and minister to the same people that Jesus once did. The hungry, the poor, the oppressed, the sick. Whether the Pope is in Rome or Quito is not our concern, our concern is about helping others. All people who come to our Churches are welcome and all may claim shelter here. The CNBB shall act as the final authority for all members of the Church and shall meet with any representatives from any churches that are sent. We wish to meet with our brothers and sisters across the world in order to settle any doctrinal interests and coordinate disaster relief.

The Incan Pope has issued a statement praising the Catholics of Brazil for cutting ties with the corrupt pretender in Rome, and has expressed interest in forging relations with the new church.

He reminds the Catholics of the world that the Incan pope is free of the corruption that stains the roman patriarch and the we are the only true successor of Saint Peter.

President Comments on Maputo Crisis
President Ajala Richards briefly made a public statement regarding the Maputo Crisis outside of the presidential palace last Tuesday, saying that ‘…the fate of South Africa must be decided by the South Africans…’, and denied rumours that Amaros armed forces would be sent to mediate the crisis. President Richards carried on to reinforce that ‘…our Republic is dedicated to ensuring and safeguarding the peace and unity of Africa…’ but that it would ‘…continue to respect the sovereignty of [Africa’s] major empires.’ The President declined to further elaborate on his administrations intentions.

Niger, Two Years After
The annexation of Niger was one of the first, and most violent, operations of President Ajala Richard’s ‘Free, Republican Africa’ campaign. The 1st and 2nd armies brutally crushed opposition with little to no regards for collateral damage. Backlash against the current administration, the military, and President Richard’s ‘imperialistic’ ambitions quickly followed. In an attempt to repair its image, the administration launched rebuilding and resettling policies in Niger, keen on creating jobs and improving the infrastructure of the province. After two years of funneling cash into the province, it still remains the poorest region in the Republic, with almost no industrial infrastructure to show for the governments expensive policies. The administration is now reviewing the reconstruction policy, which many analysts foresee being cancelled in the next fiscal budget. Activists criticize the government’s handling of the invasion’s aftermath, claiming that the reconstruction policy was just a propaganda campaign, with no actual effort given to repay or reimburse the survivors. Niger is largely empty at the current time, with most of its population migrating to the Republic’s heartland to find low-paying manual labour jobs in the burgeoning industrial sector.

‘Free, Republican Africa’ Campaign Will Continue
Foreign Secretary Hugh Gaya has confirmed in a press release that the government’s ‘Free, Republican Africa’ campaign will continue despite continued criticism and protests. He heralded the successful operations in the Gold Coast, Ivory Coast, and Sierra Leone as proud achievements that were bringing the chaotic wastelands of West Africa into a united civilisation, providing everyone with security and opportunity. He also clarified that the campaign was a holistic endeavor, not a solely military one, and that negotiations were always underway with neighbouring factions to bring them together into the Republic.

Zulu Empire Ignores Final Ultimatum, Queen Ranavalona V Declares War!


After continued breaches of the Maputo agreement and the refusal of Madagascar’s ultimatums, the Madagascan parliament voted near unanimously (with one abstention from the End White Slavery Party) to declare war on the Zulu Empire. The Maputo agreement was signed by Emperor Shaka II kaSenzangakhona, Queen Ranavalona V and Prime Minister Manandafy Rasanjy after the joint operation establishing the modern Kingdom of Maputo. The Maputo agreement protected both Madagascan and Zulu minorities in the province and allowed them to live in peace. However, after the death of Emperor Shaka II kaSenzangakhona and the coronation of Dingane II kaSenzangakhona the Zulu Empire started to breach the agreement, cumulating in a skirmish between Zulu and Madagascan forces.


“The Zulu Empire has made it clear that they wish to annex Maputo.” Prime Minister Rasanjy said in a press conference. “This is unacceptable, we will not allow Madagascan citizens in any of Madagascar’s colonies to come under foreign dominion. The strong protections of Madagascan rights in the Maputo constitution as part of the Maputo agreement was an acceptable compromise, but as the Zulu Empire shows no intent to continue to honour this agreement we are forced to protect the rights of Madagascan citizens with force.”


General Secretary Tovonanahary Rabetsitonta of the Madagascan Nationalist Socialist Party also voiced his support for the war in a press conference. “This war is an unfortunate necessity to protect the people of Maputo.” the General Secretary said “The Zulu Empire has made it clear that they wish to oppress the Madagascan people in Maputo and we cannot stand for that. However, it is likely that we would have not ended up in this situation if Prime Minister Manandafy Rasanjy had taken a more cautious approach towards negotiation. We are also concerned about many sacrifices that the Madagascan people will need to make in these troubling times, we implore the government to minimize the impact of the war on the daily lives of Madagascans as much as possible.” The Whig Party echoed similar concerns.
 
The Incan Pope is proud to announce that the Brazilian church under the leadership of the CNBB has entered communion with the Andean Church; they are a particular church sui iuris with their own hierarchy and traditions, but neverthess the Brazilian and Incan churches are now united.

Welcome to Pilipinas – an archipelago of freedom and reason ruled by the will of the people. Free and fair elections have flourished uninterrupted since the foundation of the republic in 1937 – this is a traveller’s guide to the Asian islands of liberal democracy.

Structure of Government & Electoral Process
The Republic of Pilipinas is a presidential republic. The President is chosen in a national election of citizens who reside on the main islands using a ranked ballot (i.e. votes are reallocated from losing until a candidate has an absolute majority of votes). Presidents may serve a maximum of two terms with a presidential term lasting five years. The Pilipino system gives significant power to the President – they make Secretary appointments to the Council of Government (the Pilipino version of a cabinet of ministers), staff many important services (judges, diplomats, etc.), have full control over the armed forces and foreign affairs.

While the President has no check on most government nomination decisions, nor foreign policy decisions – including declaration of war and the signing of peace treaties – the National Assembly is required to pass domestic laws as well as approve of the Council of Government by a majority vote (note: while each individual appointment is up to the president, the Assembly must consent to the entire Council, which is usually a matter of compromise and negotiation). The National Assembly convenes at least once annually (usually in spring) to review and pass laws by organizing itself into ad hoc committees – the Assembly may convene more often if the President calls a session (usually to decide an urgent issue).

Representatives to the National Assembly are elected by ranked ballot during the same year as the presidential election and represent constituencies drawn by an independent election commission. They serve 5-year terms, like the President, but have no term limits. A recent amendment to the constitution allows the election commission to also draw up constituencies in colonial territories – at the present time, only Sarawak – but their total proportion of the Assembly must not exceed fifty percent. Conversion from colonial to main island status requires a majority vote in the Assembly and the approval of the President.

The next national elections are set to take place August 2030.

Current President Profile
Elected more on his good character than his political promises, President Dakila Lugami is now entering into his fourth year in office. Lugami is a mighty political patriarch of the National Liberal Party – the most venerable of Pilipinas’ two major political parties. Lugami is self-styled as a kind of national grandpa – he is 67 years old, has an extensive family and plays the part of elder statesman well. He has considerable influence among the trading families of the great port cities and was a sailor in his youth – his move to open up Pilipino society to the outside world was not a campaign promise but was probably on his mind for most of his life. His rule will be judged in less than two years’ time as he has but one non-election year left to reign.

Major Parties
There are two major parties in Pilipinas – the ruling National Liberal Party and the Party of Justice. The National Liberals have a long history – their unity party was once two parties in fierce competition until the countryside became an effective voting bloc for the Party of Justice. The National Liberals are a party of business and commerce with strong ties to the wealthiest families in Pilipino society – they have also carried the republican torch of the first generation of Pilipino revolutionaries who were staunch liberals with enormous respect for the anti-colonial revolutions in the Americas.

Meanwhile the Party of Justice is much younger, initially the legislative front of rebellious, disenfranchised ethnic and economic minorities in the countryside – separated from the major routes of internal trade in the archipelago. The party’s main legacy is the pro-poor reform government they led in the late twentieth century that brought about changes to the electoral system, a more redistributive tax system and a number of popular public policies – though the National Liberals eventually returned to power in the wake of Justice party economic excess and personal scandals surrounding their leadership at the time.

There was definitely some grumbling when we received the order to set sail from Western Australia to the Mozambique Channel. Some officers were sympathetic to the whites in Madagascar and saw the territorial contest between the Zulus and Madagascans as some “tribal squabble”. Even so, we all believed that Australasia’s intervention in the conflict would bring the war to a decisive close quickly. In a way, we were right.

We landed the armies in Manakara and circled around south of the island. Reports said that the Zulu fleet passed Ifaty, sailing south. When we reached Ambovombe, we learned that the Zulu fleet was bombarding Toliara. The Battle for the Mozambique Channel began in late-March.

We sent the whites running. Their tactics made me think “they weren’t taking this seriously” at the time. It was a close battle, but that was what made their break all the more rewarding. We sailed north to make sure no Madagascans would see Maputo any time this year.

The Zulus victory in the naval battle wasn’t alone in changing the course of the war. A military coup attempt in Maputo failed after two ringleaders stepped forward, turned in their comrades, and implicated Madagascan intelligence services. Suddenly, Madagascar’s forces in Maputo were seen as a threat to Maputo province itself. However, even with a more friendly king in Maputo, the Zulus could not have launched the Mozambique offensive without victory at sea to ensure that the worrisome new Madagascan army, equipped with Amaros arms and supplies, would not land behind the Zulu forces in Maputo.

Suddenly, the Madagascan army defending positions in Maputo found itself outnumbered 3:1. Worse yet, the impressive trenches built by the Madagascans became perfect targets for Zulu bombers and fight-bombers. General Afolayan of the Zulu Empire pushed out the Madagascans after several days of fighting before finishing the mainland coup by entering Mozambique, where he encountered significant partisan resistance.

By the end of 2029, the Zulus had trapped Madagascar and Australasia on the island. Australasia’s government is facing severe criticism for her support of Madagascar, which wouldn’t be as pronounced had the turn of events not trapped 22,000 Australasia soldiers on the island. In Amaros, the fact that over 300 IP had been transferred to Madagascar before the complete collapse of that country’s defenses in Africa and subsequent blockade has proved extremely unpopular, especially in light of the country’s cancelation of the Niger Reconstruction program.

Northwest of intense fighting in Mozambique, the Amaros Republic conquered Chad, seizing Abeche in early-May. Across the Atlantic, the Second Empire of Brasil invaded Pernambuco, nominally defeating that country. Brasilian forces now face a simmering partisan movement, commanded by General Carlinhos Henriques, a former bureaucrat turned national hero.

Finally, the Kingdom of Mysore gambled on a massive military expansion to cement its power in the region. At 44,200 soldiers, the Mysore 2nd Army isn’t just the largest army on the planet, larger than the entire national armed forces of several powers, but also the largest air force. While extremely taxing, the kingdom has used this single army to conquer not one, but three, provinces.

International politics have entered, or reentered, a familiar realm. State actors now must contend with one another as well as tribal kingdoms and petty republics of the neutral zones. The Kingdom of Mysore and Amaros Republic show us that overwhelming firepower can cow any petty kingdom, while the Zulus show us that air power dominates those without it.

These countries aren’t the only ones embarking on bold military adventures. Reforms in the Levantine Republic has turned the Reconnaissance Army into the Model Army while the country’s Roger de Lluria Naval Academy in Denia prepares naval officers for command of the country’s coming Republican Navy. In China, the Great Five Armies are now the Great Two Armies.

General Romao’s award stands in stark contrast of Imperial treatment of Ansaldo Vinci, a man generally seen as unfit for command. Following the recent Conquest of Pernambuco, amid the backdrop of a simmering partisan movement, some see the award of the Grand Cross as premature. Defenders of the inspired general blame the government, who they say added only four hundred pieces of heavy weapon systems to Brasil’s two armies, not nearly enough to secure the province or defeat the embattled enemy before it went underground.

This discussion is small though. The big discussion is the Brazilian Schism. The move by Brazil’s bishops has, at the very least, been met with fierce resistance from the middle clergy and a large number of Catholics at home and abroad. Some priests have gone as far as to secede from the new church to reconfirm their commitment to the Roman Catholic Church.

The White Nationalist Socialist Party declared a formal split with the MNSP after the Battle for the Mozambique Channel and fall of Mozambique province. The WNSP declared that all whites, all over the island, should refuse to pay taxes, burn any draft cards, and refuse to assist a government that “ruthlessly oppressed white men and women”.

For a war that should have a “minimal impact” on the daily lives of Madagascans, the war is having a huge impact. Taxes have skyrocketed to pay for the war effort, a blockade is causing an economic crisis on the island, and racial tensions are coming to a pitch.

To end this portion of the news, lets discuss Generation I factories. First generation factories have been the workforce of the global industrial community for years, but in two provinces they’re finally going out the door. In Mysore province, two factories closed down in 2029 while three advanced factories, including Gen III factories, are opening shop.

In Natal, a factory is closing, largely from the strain of having to compete in the war economy. In contrast, the massive industrial stockpiles Madagascar acquired from Amaros prior to the blockade is proving a boon for Madagascar province, which built thirty-two new first and second generation factories in 2029.

Projections for 2030 predict that the current downsizing in Mysore will be short-lived as, despite massive tax hikes and huge government borrowing, Mysore’s first generation capacities will once again begin to grow. Natal is a different story, as the fate of Zulu industry will depend on how the outcome of the war.

The Zulu Empire, like the Kingdom of Mysore, was forced to borrow money to cover the cost of a large military. Other countries forced to borrow to cover costs are the Empire of China, Free Sinai, Puerto Rico, and Republic of Arizona.

Meanwhile, the Confederate State of Alabama is officially insolvent and has been locked out of international financial markets.

PARTING SHOTS
What does it mean to be a superpower? Political scientists are wondering the answer to that exact question now as they deal with the implications of global power rapidly shifting to two poles of power: Cuzco and Mogadishu. Superpowers have 6 Influence to throw around now.

The Amaros Republic remains a great power, left behind in the ascent of its two fellow great powers because of its depleted industrial base. Africa is remarkable for its political strength, hosting a superpower (Somalia), a great power (Amaros), and middle power (the Zulu Empire). The Amaros Republic is joined by the United Dioceses of Italy. Europe hosts the Levantine Republic, now a full-fledged middle power, and Bulgaria, an emerging middle power.

Asia hosts three emerging great powers: Australasia, China, and Russia. The Kingdom of Mysore, at the center of great web of intrigue and power, itself is a middle power. In the Middle East, the Kingdom of Transjordania is an emerging middle power.

Back in South America, we have Brasil, lovely Brasil, the eternal emerging middle power.

CHEMICAL WARFARE
Countries can now order chemical attacks during combat. Troops are assumed to have chemical defenses already, such as gas masks. Ordering a chemical attack against somebody of the same tech level won't do a lot, but will still have an effect. Chemical weapons become more powerful as the enemy you're fighting grows weaker.
