OOC: As an Economist I would like to point out the incredible absurdity of "trade with anyone." Just because you have free trade agreements doesn't mean your people have more money to spend, so the more trade agreements you have the smaller the benefit to each individual trade partner of yours.

We view the Shan States and Tibet as a vital buffer region between our empire's, you may point out our actions in Nepal if you wish, but I point out that you share no border with Nepal, and our actions in Nepal was not a direct threat to your security.
The Shan states however being the only independent and sovereign territory between us must we feel remain independent. We believe an agreement however can be made, if we both recognize the territorial integrity and sovereignty of the Shan states and make no attempt to vassalize them.

We can indeed come to an agreement if we both recognize the territorial integrity and sovereignty of the Shan States and make no attempt to vassalize them. The Shan States can function as a buffer between our Great Empires and maybe as a free trade zone for both our merchants.
A war between our Empires would definitely not in both our best intrests and could spoil any future trade opportunities.
The Muġalīah Sulṭanat would find such an accord agreeable. We have no designs upon the Shan States nor any of your vassals or your territory. We ask that you make certain that you have no designs upon ours and let us maintain the Shan states as a buffer between us.
There are varied avenues of expansion open to both of us, there is no reason we should clash over such an insignificant and weak nation.
Furthermore we would be willing to work with the Ming and Persians in reestablishing the Silk Road's traditional route through Afghanistan and Central Asia.
