Thanks for the offer but this is an internal Imperial matter. Our navy is fully capable of transporting any Aztec, Inca or Maori scholar to the mother country. At the University of Nanking these scholars shall learn what they need to know about constructing ships (and a lot more...) and can take that knowledge back to their homeland.

Also in the stats you need to change:

Vijaynagar's capital is Vijaynagar
Nepal's capital is Khatmandu
Ceylon's capital is Kandy and I believe it should be called the Kandy Kingdom instead of Ceylon.
 
Ceylon is slightly different than RL.... Tried to tell ya that silver but I dont think you caught it.

Will be marking colonial capitals and updating the map on the update... Will post here when done

I suggest free trade within all the states in the Holy Roman Empire. This will increase our strenght of our states and the people.

I suggest again the Holy Roman Trade Accord which gives free trade to all members of the empire.

After some research, we have discovered that the cities of Smolensk, Velikie Luki, and Tula are Russian majority cities in Polish-Lithuanian territory. They will be handed over to Russia while Narva is given to us. However, please permit any person in the cities you will receive free passage out of Russia and into Poland-Lithuania. With that done, we will immediately sign a full alliance with Russia, begin trade (if we haven't already), and take larger strides towards better relations between our peoples.
 
Sheep, I cannot find any place where you spell out the specific tech levels of nations or groups of nations. It would be very nice toknow where nations stand and how Europe compares with the Far East.

We are very happy to see the Lithuanian initiative on this issue. We will exchange the cities, finalize the border between our two countries, and support each other in the future.

Just some thoughts on this:

I think I read something about some nations being 50 years behind and others being 100 years behind modern technology. Maybe those nations should invest in 'General Modernization Technology' or something like that to get to modern technology standards. It's obvious that 100 year behind nations should have to invest twice as much research than 50 year behind nations.
I also think only nations with up-to-date technology should be allowed to do new research projects.
The tech list will fill itself after a while so there should be plenty to choose from. However it would be nice to see the benefits of a new tech.
Portugal has Heliocentric View??? What is the effect??

While I would love to simply assume that you know everything as OTL in 1530 (with the exception of the territory of the world which you know better due to Chinese maps circulating around the world)

For the Aztecs, Inca and Maori they have Chinese technology of about 1430, so 100 years behind the norm in China atm.

Some African states have got early model muskets but these are mainly through trade at the current time, they are to be counted as 100 years behind the general European tech level.... its not specific and if you can prove (to me) your nation had something as of 1530 past these general guidelines, then you have it.

EDIT: In response to Arians rant, Heliocentric View will allow for better mapping, navigation and may lead to future advances in the sciences. In itself it does very little past this.

Any treaties requiring the change of territory will require a map in the orders of at least one of the signing nations so I know what is what and I dont have the issues of people complaining that I didnt do it right.

As Stormy is entering into two such treaties (with the Ottomans and the Polish) it might be prudent if he does one map for both of these treaties....

Dont forget all signing nations must put this treaty in the orders for it to work.
 
So are Europe and the Far East at about the same tech: early Wheel Locks and cast iron cannon?
