I'd say Wu Zetian is a much better candidate as leader of the Chinese. Some consider her ruthless and a usurper of the throne, but she was also a remarkable administrator. Many modern historians, particularly conservative \Chinese historians, still cast her in a negative light since she had the audacity to challenge a male-dominated world and "step out of the box". While she was highly suspicious of the nobility and the court (she had her own 'secret police' to keep the aristocrats in check

), she had an extremely efficient bureacracy. Empress Wu appointed the most capable of administrators and did listen to her critics from time to time. Of course, in her later years, she became a bit of a paranoid super dictator (even more than she was initially), but the Empire also prospered significantly under her reign.
I wouldn't trust Wikipedia on this one entirely since its article about Empress Wu is relatively one-sided.
But if you're going to make Dowager Empress Cixi, her imperial title was "Empress Xiaoqin Xian". Her full title is a lot longer (about 4 times as long

), but I'm not going to bother putting the whole thing down.

"Cixi Tai-hou" is simply the title we commonly know her by.
