Well, apparently, if you want to shut down the capital city of the most powerful country in the world, all you have to do is play a recording of gun shots in a parking garage.

I wouldn't dismiss the Cheney option this fast. He likes to hide in dark places, he's a well-known gun enthusiast, he works in D.C...

I seem to recall that building lockdowns were not so uncommon...one of my friends was a congressional intern, and she had to evacuate 3 or 4 times during a single semester, for bomb scares.
