Section D Point 3: Citizens can't hold polls on rule changes, or any matter of state (ie. covered by any department.) If a citizen would like a rule changed they may start a topic on the proposed rule. Once the discussion is complete a citizen may request a poll to be posted by the Moderator of a member of the Cabinet where the rule change would be voted on.
Further explanation was that if the Moderator/Cabinet member still didn't want to post a poll the citizen would start a poll asking for popular support for the official to start a poll.
Cumbersome. Unwieldy. No way for citizens to get feedback quickly enough to make a difference if the official was being difficult.
Proposal 1: Citizens can hold polls but they are not binding on the officials. The appropriate official can take over a citizen poll. The moderators would close the original poll and the official would start a new one that is binding.
Proposal 2: First, Second, Carry rule. A citizen proposes a poll for the official to hold. If the proposal gets two more citizens behind it (seconded and carried) the official must hold the poll.
I personally like #2 better. It's very simple, won't clutter the forum and makes sure that topics that have a user base are adressed.
