Incidentally, seems a bit odd the loading screen doesn't tell you what the civs ability is?
French unique infantry can do ranged attack too, but this one makes bombardment ranged attack. Maybe Sepoy's attack is more effective to district defenses I guess?Mughal UI being the Stepwell again is a seriously dull design choice (it was not even developed by them).
Sepoy with bombardment ability looks interesting, though. I like the gunpowder empire implications here.
