The People of Madagascar had excisted since before anyone could remember and as such already had a capital nad several medium sized villages. The major Religion The Divine Feminem came to them from the north when a tribe from a strange fabled landmass to the north of their island had arrived and had preached their beliefs. Seeing as they origanly had no major religion it took off and soon all but the most fanatical of the old ways were converted. The divine femineme required the people to hold women with the highest amount of respect possible. And so Women came to power and they formed a matriachle form of Monarchy in which the Queen has more power then the King. This has lead to some interesting changes from the common form found elsewhere. For instance some Matriachs have taken it upon themselves to create male concubines.

This system has worked and initial fears that they wouldnt be strong enough to make tough decisions have dissapeared like a passing breeze.

The old man was quiet and calm. His days were almost over, and yet, when he chose to spoke, his words were the decisive ones.

"It is simply a regional problem! Can you not solve it yourself?!" - one of the elders was enraged.

"What is this council for?!" - joined in another one of them - "It is for IMPORTANT decisions, not for discussions on the stolen pigs!"

"But, was the same not discussed last year when it happened in Slavagrad?" - asked the shocked elder from the village of Kharkov.

"It was." - said one of the calmer elders - "So why cannot the same be done in Kharkov?"

"There are no free hands there! It is a different situation!"

"It is but a tiny, insignificant village!" - yelled back one of the elders - "We discuss here the future of the Motherland, not of just one village!"

"Silence." - spoke the old man.

The elders quited down. Noone dared reply to him, afraid of offending him.

"The Council of Elders was formed to define the paths by which all the Slavs prosper, whether in Slavagrad or in Kharkov. At first, it worked well, but with the expansion, our nation became unmanageble."

"And it is not the only trouble with the council." - he continued - "There is much talk, and few actions. We are stagnating, unable to take decisions anymore."

"It will no longer work like this." - he continued - "Thus, I see the need for a change. First of all, Velikoslavia is to be divided into different regions. Each will have it's own Council of Elders, and one representative will be sent from every council to the Grand Council of Velikoslavia in Slavagrad. Secondly, I believe that the weight of rule should be shifted to one man's shoulders. That man will make the final decisions in the major affairs."

Silence.

"But it will not be like amongst the wild Avars, amongst whom rules that who is the strongest and the most willing to show that strength. No. The pravitel will be determined by the Grand Council. He will listen to the words of wise old men, and will then act as he sees fit."

"Therefore, I ask you to choose whoever, in your opinion, is the most fit for the goal."

Immediately, the Elders replied - "You, saged one. Zaiats Tvorimirov."

Orders:
- Continue to expand, mostly southwards. Do not fight those who do not fight us. Encourage more of our people to move south as well.
- Create a priveleged caste (sort of) of warriors, as opposed to the (even more) irregular hunters we sometimes raise. I.e. those warriors will be trained from their birth by their parents.
- Try to raise the children in the spirits of patriotism and love for their country (improve "People").

Begin working on the King's Code, every large village will have a trained priest/official who is knowledgeable of the entire code of law and can recite it on command. An arbiter who actually applies the laws to cases as they come up will accompany every memorizer.
 
The first 200 years of the Nation of Nippon were relatively quiet, at least if you compare that to the endless battles of before the unification, only two Warlords who had sworn loyalty rebelled and they were hunted down and executed like dogs, their lands were split between the most loyal and eager Warlords as a prize for their efforts, with that the High Warlord made clear that all who would oppose him would be crushed and all who obeyed him would be rewarded. After that, for many years, the only conflicts were on the northern border, with minor barbarian tribes raiding a border village to pillage whatever they could carry, most of those raids were answered by some Warlord ordering a Warchief to retaliate and raid a village or two of his own without aid from the army, and thus all was normal in the Nation of Nippon.
Osaka, Nippon’s capitol, had grown into the larges settlement known, and the fact that no other settlement bigger than a fishing village outside of Nippon were known made any village person hold his breath and gape at the sight nonetheless.

At the new palace of the High Warlord Yoshimo
Yoshimo: “Yes Warlord Toshio, I understand your worry about the lack of copper to supply both the army and the villagers in need of new farming equipment but our current sources of copper are being mined at the maximum speed possible and until we find new sources the production cannot be increased”
Toshio: “But my lord, Clan Kenji has received much more than we do! How can I grow my lands and my army as much as he does without the same amounts of copper!”
Yoshimo: “Warlord Toshio, most of Nippon copper deposits are based the lands of Clan Masao and Clan Kenji therefore they are allowed a slightly larger part of what is extracted than the rest, it seems only fair to me that they should profit from what we take from their land. And since the ship of geologists is missing, presumably sunk a year ago while traveling from the lands of Clan Hitoshi, were they found no significant deposit of Copper, to Clan Toshio, but I rest assure Warlord Toshio, as soon as the new geologist are properly trained your lands will be the first to be visited.”
Toshio: “Well I cant really build weapons or equipment with those promises can I? And I bet those geologist did not sink on their own! Someone is trying to weaken Clan Toshio position so that they can grow strong while we weaken and then strike at us! And we all know who has an ancient feud with us! *looks directly towards Warlord Kenji*
Kenji rises and shouts: “How dare you pig faced coward to insult and accuse me!”
Yoshimo: “Silence! Kenji sit now! Toshio you will not accuse anyone without proof of what you say, and if you ever even try to bring up an old feud again u will be executed and your clan will be stripped of his lands like the rebel cowards that dared to oppose me and what I created!
Toshio: “I humbly bid u and apology for my thoughtless words Warlord Kenji, and to you high Warlord Yoshimo for my misconduct while under your blessed Roof”
Kenji: “And I apologize to you for flaming up like a drunken sailor on shore leave Warlord Toshio”
Yoshimo: “Very well, now that this matter is over with we can start to discuss about…”
The chamber’s door crashes open with a loud bang and Karei, the master of the house, comes in running.
Karei: “My Lord I bear great and urgent news!”
Yoshimo: “Are we under attack? A rebellion? A great fire? A Tsunami? Speak up man!”
Karei: “No my lord , its good news. The Geologist expedition has been found , all men are alive! During a storm their ship crashed into rocks and sunk near the great isle of Shinoku , that’s south of Nippon, most of the crew perished in that storm but most of the geologist survived, they lived with the natives there for almost a year before they managed to attract the attention of a ship from our navy and get picked up”
Yoshimo: “Have you lost your brains man! You come crashing into an important meeting to tell me that? Its good news indeed but you should have waited for the meeting to end, I should have you flogged until you get you common sense back!”
Karei: “but my lord the geologist bring back great news, while they remained on the island , as guest of one of the few native villages there, they had time to explore the great mountains there , they bring news of two huge deposits of copper, they say that the two they found contain at least twice the amount of the copper deposits we currently have on in Nippon!”
Yoshimo: “Hmmm…. Very well Master Karei, you are excused”
Karei leaves the chamber, and for a few moments a soft murmur fills the chamber.
Yoshimo: “Warlords, this is great news, not only these valuable men are still alive but they seem to have discovered these huge deposits of copper, not only close to our lands but also on an barely habited island, we will send a portion of our army and navy to conquer it as soon as we can, this news also triggers a few ideas I was planning to reveal sooner of later anyhow.
Our army is too differentiated, every clan uses different weapons, most of the times they use their warlord’s weapon of choice, no matter how much another weapon would suit them better in the battle, now that we practically have an enough supply of copper we can afford to refit every soldier with the same weapon, so that every army group may co-operate with greater efficiency and every soldier can concentrate on training with one weapon alone, we shall call this project Standard Arms, I expect every warlord to commence it even before the copper supply will start to flow, sacrifice the copper meant for new equipment if you must, once the copper will start to flow whatever deficiency of equipment you suffered can be regained.
The other innovative idea I have is to create a Elite force of warriors, their task will be no other than to train and meditate every waking hour to gain martial perfection , these men will be called The Fists of Hachiman, though they will use any weapon they wish, what part do you Warlords play in this? Its simple , you will be required to send every men that has archived an Master status , with the exception of the Masters you require to train you troops , and you will be required to send every men with great martial potential so that he may become a Master.

Expand usong the military and colonists into all of Britian. Where regional groups exist invote them to join the United Druid Empire and send delgates to the Druid Council in Druidaia (Edingburgh)
Improve farmlands to improve the economy
Begin the wonder of Stonehenge (+2 culture, +1 education +unity within the Empire) Stonehenge will serve as the point of pilgrimage to all Druidists and also work towards helping the Druidish scholars understand more of the world through astrology and metrology, thus this will unify the Empire as a symbol of great enlightment for all Druidish peoples.
