Nippons struggle to refit his great army had come to an end, with great expensed the army of Nippon was now the best trained and equipped army known, but with great power comes great responsibility and the Warlords of Nippon decided that it was their task to teach the barbarian world the ways of the Jinto. With that they gathered to Osaka to make grand plans of conquest.

Our Expansion into Shikoku has been successful, Warlord Mizuko please inform the other warlord of the details
Thank you High Warlord, Warlords, The isle of Shikuko has proven easy ground for our grand army, most of the natives were easily subdued and a few rebellious ones were easily defeated, the only real trouble are the Korean pirates, they plague our routes and make voyage and fishing dangerous work, on top of that they managed to seize the ship carrying the rebellious Shikoku natives, they are now probably being sold as slaves on foreign market.
Thank you Warlord Mizuko, Warlords we cannot simply send our navy to patrol the area, our navy is needed were to support our army were ever it goes, we cannot engage them for their ships are faster and they are not stupid enough to stay and fight our great vessels and we cannot just scare the pirates away has for they will return after a while, therefore I suggest we take out their bases, our army and navy will be sent there were we will conquer their ports and villages and capture whatever they got, that should make up for the lost slaves and lots more

As you with High Warlord, Warlords, the expenses for the Standard Weapons have drained much of our resources and much of our citizens morale has suffered from t he great amounts of hours of unpaid overwork, some people are sad and disappointed at you my lord, on the other side our economy is booming sir, new establishments are created every day, and internal trade blooms as never before, much thanks to the great amounts of copper we now control.
Thank you Warlord Kenij, time will have to heal the people scars, they will see for themselves that their hard work is a reward by itself, as the ways of the Jinto teach us

Invade Korea, enslave all pirates and take their ships and loot to enrich the empire
Tactics: Use Dawn Attacks , Drop the men around the pirate villages at night and use the navy to blockade the pirates from trying to escape on their ships, at dawn , when most if not all pirates are drunk and asleep launch the attacks try to keep as many slaves and loot as possible.
If / when all the pirates are defeated go inland and claim as much as possible for Nippon.
