I dunno. Promises made in desperation are usually kept. Besides, betraying allies is one thing, but France cannot afford to betray anyone who capitulates to them ever if they ever want anyone to surrender to them again.

Then use your imagination. Your allies are plague carriers, bomb deliverers, exterminators, the media bad guys...anything really dirty you need done that could blow up and catastrophically hurt the person carrying it out is a job for your allies.
