Kalmar is a major NPC, which can expand. Minor NPCs, not really. (Well, given the abundance of land in Asia/Oceania, I've made minor NPCs expand at a rate of one territory per turn so Olafic Republic, Centaurium, and Srivijaya don't monopolise the map).

we hereby move our one navy to western med. and allow NO ONE THROUGH IT. if you want to get out of the Mediterranean for whatever reason, you may ask.

any Albanian ship outside the Mediterranean will be allowed to return to their home ports, but not get out of the Mediterranean again.

Austrian isn't planning an invasion against us since the CB system would allow us to see that a mile ahead. However, Spain is clearly an imperialistic nation with dreams of stealing Italy from Greater Albanian Empire of Tirane. Also, it gives us a good reason to send ships near your ports to show off the locals.

you aren't on equal grounds with me. i could win a one on one war against you. i have 2 more armies and one more navy than you, plus better training, more or less, your revolt rate is at 6% while mine is at minus 11%. your just showing off how outdated you are.

the only reason stopping me from destroying you is your allies, plus i'm not inherently warlike, plus i'm not evil, plus, i wouldn't know what to do with the whole area. and plus cause if there is a war, you must start it first.

my civilians are not impressed by your relatively low technology ships. (level 3, versus my level 6.)

I don't care if they're impressed by how high-tech my ships they are.

I just want to see their reactions to the fact that Spain is kowtowing to the Glorious Albanian Kingdom and letting us parade our ships through your ports in the first place.
