That Roman attack is exactly why me and Sone are against you doing battles throughout the turn. Me and France's collective navy should've been able to squish Rome's, especially after I boost it. However, in this case, I'm more mad at Omega for being, for all intents and purposes, a spoiled brat who ragequit when his random war stalemated.
(If France can still use his 22 armies in a counter attack, I will be somewhat placated. A map couldn't hurt).

The Sons of Mars, the proud Romans, are about to meet their end. One Vision, tired of the unstable ripples the Franco-Roman conflict sends through Europe, the world, and most importantly, its network of alliances, has decided to end this once and for all.

In total, Rome suffers 750,000 deaths in Lombardia. What few individuals are immune to the Psychic Dominator have just seen their homes, their dreams, and every shred of hope for a better future stolen from them. Above all, they serve as a living testament to what happens to those who displease One Vision.
France, having set the precedent killing French civilians was fine provided Roman soldiers died with them, is hit far worse.

In total, Rome has lost 750,000 citizens, whereas France has lost 1.456 million. In total, One Vision's weapons, meant to end the war, have taken 2.206 million lives in one fell swoop, soldiers not included.
One Vision issues a statement to Rome - they have five minutes to surrender to Greece unconditionally or else a second wave will follow.

The Sons of Mars reach a consensus - that Romans are nothing without their honor, which Greece, the long-time rival, will certainly take. The Romans, consumed by a flurry of nationalist zeal and paranoia, decide that Greece cannot be trusted.
Thus, the Roman leaders ritualistically march into an isolated, secured chamber. There, positioning themselves just right in front of a console, they all commit suicide by shot to the head. The force of a gun discharging forces each one's head backward, hitting a button.
The result is the launching of 16 missiles to varying parts of the globe...
But these aren't province-busters. They are something far worse.
Biological weapons. 16 of them, lobbed at the various enemies of Rome - 4 each. 4 at Greece, 4 at One Vision, 4 at France, and 4 at Germany, allies of the Gauls.
In total, Greece loses 14.7% of its economy as the population rapidly drops like flies from the new virus. It'll take 1.2 turns to recover.

One Vision is hit 4 times. 141 * 0.95^4 = 114. One Vision has lost almost 20% of its economy, but fortunately, trade will stabilise the deficit. After all, the total loss was, in actuality, just 13 gpt. Nothing big! It will take 2.7 turns' worth of income to recover.

Germany is the hardest hit due to its limited trading contacts, but even so, the loss in income is not quite as catastrophic as one would assume. It will take 2.4 turns to recover.
It doesn't stop there, however. The Romans, in their last, suicidal crusade, have unleashed a super virus on the world that will spread to all neighboring countries.

Mosher, what is the penalty for breaking the NAP? If you want, you can assign some sort of stability penalty to it. Otherwise, an NAP just affects your reputation with nations of the world.
I wasn't thinking about stability penalties or anything, and I won't say yes to it unless the SBAG and OV agree to stability penalties from breaking it as well.
Also France wants to say to all nations, allies or not, that france will not let anyone, even allies like greece or germany, to claim the french nuked territories or war will be declared.
