Also, would be nice if these things were posted as they were added to the front page as I have no recall of this being there in the beginning, and I have noticed several small changes since I initially read them.
 
Generally rules changes are posted publicly so people notice them as well as added to the front page. The "no units may be used on the turn they are built" rule is pretty common across IOTs though so I didn't really feel it necessary to post such publicly.

As for the rule itself, it's to prevent zerging. It gives the slightest ability for someone to sense an impending curbstomp and prep themselves.

Now, whether they do or not depends on the player.

I was hoping to extend a civil and friendly greeting towards the South. Unfortunately, the first impressions that the CSA displayed were not so civil and involved a lot of mudslinging towards our end. Even going as far as targeting, what you state "Yankee Imperialist" when heading into the West Virginia area. Since our two nations are in close proximity, I was going to propose a set claim boundaries that we don't encroach into each others claims as well as a non-agression pact. I do hope you know that the opinions of the press and the opinions of the government are two separate and distinct entities, or are the rumors true of your nation really just being a continuation of the Imperialist "resource war" era United states?

The NSA, the Annexation of Canada, the Vaults. When Washington DC was destroyed in hell fire the USA was as backward and as far away as what the Founding Fathers wanted it, even Hamilton would have been appalled at what the United States became.

The United States became Orwellian and tyrannical, and when DC was finally destroyed, the people of the US finally became free again.

However many people in the South, still a little sore from the first civil war, and many others frightened about a return to the tyranny of the old United States, decided to break away and form their own nation. One that couldn't ever become a tyranny like the old federation, they revived the old Confederacy.

Unfortunately this fear of the tyranny became a fear of the North, and northern oppression, and now newspapers like the The Daily Confederate have become the major source of news for the Confederate citizens.

Unlike the old USA however, I will not allow the freedom of anyone's speech to be infringed upon, the CSA however does wish to reclaim its rightful land, and of course to unite as many former US states back into a powerful nation.

Now the only question that remains, are you truly just a continuation of the tyranny of the old USA, or do you stand by the CSA, and stand for Liberty and democracy?

The Panama Canal, since it was built by Americans, rightfully belongs to either the CSA, or New England, or the people of Panama, and with the CSA's Proximity to the Caribbean, it will be far easier for the CSA to maintain and administer than either New England, or Japan.

I request that her majesty, the Empress of Nippon, focus on territory's closer to her home to attempt to administer over, and not the lands of America.

The Panama Cannel belongs to those with the commercial and industrial ability to manage it. Since Japan has both these abilities along with our rising war might we are not going to simply bow out of Panama.

As we take China and Korea we must also ensure our hand is secure. Panama will allow us access to Atlantic trade routes directly and grant us the ability of having Caribbean territory for the purpose of planation and other commercial ventures. Korea and China will better claimed with the Panama Cannel under our control.

We need to ensure our populace are secured, especially with rivals in Asia. We hence must expand our influence and secure our willingness. If you wish to decree "America for the Americans" then we are willing to provide transport vessels to allow you migration out of America so that the native populace may start to retake their land. Anyway Panama is best protected by the supreme dominion of Nippon. By our supreme will must be the glory that Panama be set to the protection of the Japanese Empire.

Heed your own teachings: the former USA, the USA that the power you named yourself after defeated in honour, is still unclaimed greatly. Heed your own teachings before trying to use them to limit the ambition of the dawn that will enlighten the world. Our blossom cannot be denied; we need Panama for the golden dawn to be more excellent. It is a simple ambition; there are plenty of American land and we have targeted primly that which will benefit us and perhaps make us less reliant on claiming California instead.

Before this all runs out of hand, may the Chief of the Zulu humbly mention that the best idea for the Panama canal would be to make it neutral territory and open to all, not just one specific foreign power?
