We are currently forming a righteous representative government, intent to bring a just rule to those lands opressed by the Two Brothers. No longer will we tolerate cruel warlords who do nothing but bring war and heavy taxes!
This brings us to your attention, and possibly our existence seems undesirable for Horus, granted they wanted trophies from their victory over Barragh in form of new lands. We will not cede any of our rightful domain, be if you refrain from bringing war over the Neck of Barragh (the strait you made, Cleric), we will swear upon a defensive alliance, and also provide you with a token tribute for your efforts against the villains Semnon and Barragh. (Read defence pact and one eco)

Academies are explained under magic. That is on the first page. Really it should be no prob understanding how they work.
They contain all the magic of one branch. So you need an academy to train Adepts. However you cannot build new academies
