[STEAM] Deluxe Content Pack not showing as owned

I purchased the Founder's Edition. I noticed that the in-game "collection" menu shows the Deluxe Content Pack as not being owned. I have all the others marked as owned. Yes, the actual deluxe content is there for me to use, but it's strange that it isn't marked as owned.

I checked the Steam store. When you purchase the Founders or Deluxe edition, you get the base game plus the relevant "upgrade(s)", but not the explicitly marked Deluxe Content Pack, despite the description for the deluxe edition clearly stating that you get the "Deluxe Content Pack".

Is this how it is for everyone?
