United Empire of Poland
The union of Silesia and Kievan Rus had finally been achieved. The two Kingdoms merged into the United Empire of Poland. Political(provincial) boundaries were the same as the pre-union boundary - the Kingdom of Silesia was where Silesia was prior to the union, west of the fortifications, and the Kingdom of Kievan Rus east of the fortifications. Numerous districts exist within each Kingdom, which are all subservient to their respective King. There are ethnic majorities in each district, respectively, but collectively all ethnicities are refered to as "Poles", and are "Polish citizens".
Though there are different ethnic majorities in each district, all districts within Silesia have ethnic Silesian District Governors; all districts within Kievan Rus have ethnic Russite District Governors.
In Silesia, the Breslau District is directly controlled by the Silesian King. In Kievan Rus, the Zakopane District is directly controlled by the Russite King.
In Breslau, King Wilhelm VII of Silesia and King Yuri II of Kievan Rus have signed the Union Charter, which outlines the new laws of the United Empire of Poland:
1. The United Empire of Poland will have two Kings - the Silesian King in Breslau and the Russite King in Zakopane - who will make joint decisions. This system of government shall henceforth be known as Dual Monarchy.
2. Within Silesia, the official religion is Reformed Amonism; within Kievan Rus, the official religion remains the Slavic Polytheism. Religious tolerance is law in each Kingdom and neither religion shall forcefully be imposed or forcefully crushed.
3. Each Kingdom will be divided into numerous smaller Districts. Each District will be subservient to the King of the Kingdom, respectively. Silesia's Districts will have Germanic Silesian Governors and Kievan Rus's Districts will have Slavic Russite Governors, regardless of the actual ethnic majority of each District.
4. The capital of the United Empire of Poland shall be Breslau.
5. The citizens of the Empire will be collectively referred to as "Poles" but they will retain their respective ethnicities.
6. The United Empire will have one common foreign policy and one common military.
7. The citizens of the Empire have the right to own land.
8. Citizens only include merchants, artisans, soldiers, government officials, aristocrats, and the families of each of these categories. These citizens have the right to education.
9. Silesians are ethnic Germanic, while Russites are ethnic Slavic. Each have equal opportunity within the Empire. They may travel freely between each Kingdom without paying fines, but foreigners must pay a small tax to leave one Kingdom for the other.
10. Peasants are not considered citizens. They retain the right of free religion and peasants can only have the right of free passage between Districts, not Kingdoms. They cannot own land of their own or get education.
11. Riots, uprisings, and protests are considered treasonous. The Polish Army has the right to crush any such act and leaders and participants can be sentenced to death or exile.
12. Attempts at secession are also considered treason. Any country foreign that supports secession attempts will meet the vengeance of the United Empire of Poland.
13. Bartering in the marketplaces is permitted.
14. The King of Silesia is at the same time the Emperor of Poland. However, he must still consult the King of Kievan Rus before making any major decisions.
15. Should a marriage of the children of the Kings to each other ever occur, Silesia and Kievan Rus will be bound together even stronger, though a Dual Monarchy would continue.
The Union Charter oficially brought into existence the United Empire of Poland.
Emperor Wilhelm decided to build Radom to commemmorate the valiant yet tragic Silesian battle with Muscovite invasion. Meanwhile, the Emperor had struck a deal with Muscovy - in exchange for one economy, Muscovy had agreed to a Non-Aggression Pact, making the eastern border secure. However, the Russite King wasn't so sure so he requested that fortifications be built on the eastern frontiers just in case.
Silesians were also demanding fortification of the northern and western boundary, growing weary of Prussian military strength and their dominance in Germany.
This would be the beginnign of a new era for the histories of Silesia and Kievan Rus. Silesia had undergone partition, invasion, and almost complete decimation at the hands of foreigners, and until now was a tiny nation struggling to survive.
Kievan Rus was a new country, emerged out of lawlessness when Muscovite troops withdrew. It too was not extremely strong.
But together as one, these two nations formed an empire which would stand strong against any enemies.
A new UU would also be formed - the Polish Dragoons. They have good agility, great offensive power, and loyalty to the Empire.

Build Radom at the site of the old Battle of Radom.
Build a road to Bratislava, that city on the Danube. Use 200 men to work on it.
Pay 2 economies to pay for the trade route with Austria. (NOTE: AUSTRIA AGREED, VIA AIM)
Allow Rome to advertise the Polish merchants and markets to their associates throughout the Mediterranean.
Create new UU - Polish Dragoons good agility, great offensive power, very loyal.

Put 300 men on each new fortifications on the northern, western, and eastern borders. (In total, 900 men will man the new fortifications)
Have the rest of the Army - men, horsemen, Catapults, and the new UU - move towards the border with Thrace, but not right on the border - have them like 5 miles north of the border so as not to arouse suspicion.*SECRET MILITARY ORDERS END*
